Implementation of K9 can address Orang Asli student dropout issue – Mah

TANJUNG MALIM, Aug 26 (Bernama) — The implementation of the Comprehensive Special Model Schools for Year 9 (K9) is an initiative to address the issue of school dropouts among the Orang Asli community, said Deputy Education Minister 1, Datuk Dr Mah Hang Soon.

He said the government always placed emphasis on education for the Orang Asli community via various initiatives including the implementation the special Model for Year 9 students.

“For me, we do not need to build new hostels for the implementation of K9. In the initial stages, we can use available classrooms or buildings, and arrange for teachers and equipment.

“I see the implemenetation of K9 as the most effective way to reduce the rate of dropouts among the Orang Asli community,” he told reporters after presenting smart TVs, contributed by Sharp Malaysia, to Sekolah Kebangsaan Jernang in conjunction with the ‘Smart Classroom Solution’ programme here today.

Mah said through the K9 model, Orang Asli students need to complete nine years in the same school, that is from Standard One to Form Three, with daily boarding provided for those who live far from school.

Earlier, Dr Mah said in his speech that the Education Ministry always welcomed collaborations or corporate social responsibility (CSR) programmes with various parties that is targetted towards quality and holistic education.

“For example, the contribution of smart televisions for the ‘Smart Classroom’ programme is in line with the (Orang Asli) Education Transformation initiative aimed at increasing digitisation as well as information and communications technology in schools,” he added.

Remembering Jalur Gemilang II, the Proton Satria GTi that made it to Russia

PUTRAJAYA, Aug 26 (Bernama) — Residents in Precinct 9 here, are used to seeing Shamsurrijal Abdul Jamil faithfully washing his collection of Proton cars in front of his house on Sunday.

But the eye-catching vehicle is the Proton Satria GTi with the registration number ‘Jalur Gemilang II’.

Shamsurrijal, 57, said the car he affectionately calls ‘Jalur Gemilang II’ was the vehicle he used on his successful solo driving mission to over 45 countries in 2003.

For him, the car, painted in the colours of the Malaysian flag is a symbol of his love and patriotism for his country.

“Alhamdulillah, Jalur Gemilang II is still road-worthy and has no major problems. This car still uses the original engine and it is running smoothly,” he told Bernama.

Recalling his solo drive, Shamsurrijal said it was his fondest memory and sweetest experience as he is the only Malaysian who had succeeded in the mission with the car.

“During the expedition, I took the opportunity to highlight interesting facts about Malaysia to people abroad. They were excited to know about our country located in South East Asia.

“At that time, I wanted to promote Malaysia to the whole world by painting the car in the colours of the Malaysian flag,” he said.

He said, It was the right move since the vehicle would always attract the attention of onlookers when passing through the countries.

Nonetheless, he also faced challenging moments during the journey like bad weather conditions and different road conditions in various countries.

“However, I have always had the support of local people and was welcomed, as some even let me stay in their homes, for example, people in Bosnia-Herzegovina who appreciated what Malaysia did to help them during the war,” he said.

Shamsurrijal’s solo drive to 45 countries from Feb 14 to Nov 23 2003 kicked off in Johor Bahru and ended in Moscow, Russia. It took him 10 months to complete the journey.

But, unfortunately, for his return leg, Shamsurrijal was forced to leave Jalur Gemilang II in Russia because he had to rush home due to a family emergency.

“Despite being left unattended for months, Jalur Gemilang proved reliable as ever. A battery change was all it needed and the car was as good as new,” he said.

He said the story of the Jalur Gemilang II recently became a trending topic on social media after he participated in the Art of Speed 2022 exhibition held at the Malaysia Agro Exposition Park Serdang (MAEPS) in Serdang, Selangor.

“The current generation may not know about the story of Jalur Gemilang II but after I participated in the exhibition, many young people became interested to know more about my journey driving the Proton Satria GTI,” he said.

Shamsurrijal said he intends to embark on another solo mission around the world using Jalur Gemilang II in 2025.

“It is a mission that I will undertake if my health and finances permit. I will definitely try. I have also studied the routes to take if I embark on this solo mission to drive around the world,” said the private sector employee from Selangor.

Shamsurrijal who is a father of three children has eight grandchildren. He also has a collection of other Proton cars including a Saga, Putra, Wira, Savvy, Suprima, Perdana as well as an X70.

“Proton is always close to my heart because this national car is comparable to foreign cars.

“My collection of Proton cars also translates my love for products made in Malaysia… we should be proud of Proton or Perodua,” he added.

Several states keen on implementing lanthanide mining projects similar to Perak

LENGGONG, Aug 26 (Bernama) — Several states have expressed their interest to implement lanthanide mining projects similar to that being conducted in Hulu Perak, Perak, Minerals and Geoscience Department director-general Hisamuddin Termidi said.

Those states, including Terengganu and Kedah, could take Perak as an example, but they would still be required to follow non-radioactive rare earth element (NR-REE) mining standard operating procedures, he said after the close of the Geoguide training course programme, which was officiated by Lenggong Geopark Geocommunity Committee chairman Datuk Seri Dr Shamsul Anuar Nasarah today.

It has been reported that the Hulu Perak lanthanide mining project could start as early as September following the conditional planning approval given by the Gerik district council.

Hisamuddin said the department is and will continue to conduct NR-REE studies throughout the country that focus on resources and not discovery of reserves, as lanthanide has high market value, adding that it is estimated that Perak has 1,687,500 tons of NR-REE worth USD20.25 billion.

It was also reported that Energy and Natural Resource Minister Datuk Seri Takiyuddin Hassan said studies under the 12th Malaysia Plan indicated the country had 15.2 million tons of NR-REE worth RM741 billion.

On the Geoguide programme, Hisamuddin said several Geopark locations besides Perak, such as those in Johor and Sabah will conduct similar training programmes to achieve the target of 710 geoguides in the country.

“It will cover basic courses, advanced courses and intensive training. We currently have around 400 geoguides who play a role in ensuring the safety of visitors and providing quality service,” he said.

Insolvency Dept submits proposal to improve Act 360 – Wan Junaidi

PUTRAJAYA, Aug 26 (Bernama) — Amendment to Section 33C of the Insolvency Act (Act 360) in regard to automatic discharge from bankruptcy after three years is among the proposals submitted by the Insolvency Department to the government to improve the law.

Minister in the Prime Minister’s Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar said the proposed amendment was to help more bankrupt people get out of bankruptcy after three years.

In a statement today, he said the department also proposed to set a time limit for the filing of the Proof of Debts Form by creditors to speed up the process of bankruptcy discharge or cancellation of the bankruptcy order.

Wan Junaidi said the third proposal was to abolish the First Meeting of Creditors.

“It proposed for the creditors’ meetings to only be held based on the needs and requests of creditors to avoid delays and enable subsequent planning to be made to help the bankrupts get out of bankruptcy,” he said.

Also proposed is the use of more long-distance communication technologies in bankruptcy administration matters, which can help bankrupts deal with the Insolvency Department online.

“The main focus of the Insolvency Department is to speed up the bankruptcy administration process and help bankrupts to get out of bankruptcy immediately,” he said.

Wan Junaidi said the proposals would be studied in detail by the Legal Affairs Division (BHEUU) and the Attorney-General’s Chamber and discussed in engagement sessions with stakeholders before being finalised.

Meanwhile, he said the bankruptcy statistics showed a declining pattern, with 12,051 cases recorded in 2019 to 8,351 cases in 2020; 6,554 cases in 2021 and 3,604 as of July this year.

“This is due to several factors including the government’s initiative through loan moratoriums and targeted assistance by banks where lenders (creditors) and borrowers can discuss options to restructure debt,” he said.
