DILG: 30-day processing to ensure ranking cops’ swift promotion

MANILA: The Department of the Interior and Local Government (DILG) on Wednesday assured that there would be no delay in the processing of promotions of third-level police officers.

DILG Secretary Benjamin Abalos Jr. made the statement after the National Police Commission (Napolcom) passed a resolution mandating the completion of the processing of promotions for third-level police officers within 30 days upon receipt of complete documentary requirements.

He added that this is seen to further improve the morale of police personnel and inspire them to work relentlessly in fighting criminality, illegal drugs, corruption, and in maintaining peace and order in their assigned jurisdictions.

Abalos, who is also Napolcom chairperson, warned that the agency would also be quick in imposing penalties against erring police officers.

‘Reward and punishment – that is part of our plan to professionalize and improve the service of the police force. We will be quick in giving recognition for good performance, but at the sa
me time, we will be as quick and as judicious in imposing punishments,” he said.

The procedures for the swift processing of the promotion of top officials of the police force are stipulated in Napolcom’s Resolution No. 2023-1704 approved on Dec. 13, 2023 and made public on Wednesday.

“To promote efficiency and transparency, and to avoid any perception of partiality in the processing of recommendations for promotions to rank of third level officers police officers, the Napolcom deems it necessary to (a) Prescribe the timeline for the processing of recommendations for promotion to the rank of third-level police officers and (b) provide the Office of the Chief PNP access to the information and status of the recommendations for promotion to the rank of third-level police officers pending before the commission,’ read the two-page resolution.

After Napolcom’s evaluation and the confirmation from the Civil Service Commission, the promotional folders/documents will then be forwarded to the Office of the Executive
Secretary before the approval of the President.
