Domestic violence cases continue to rise in Selangor

SHAH ALAM, Nov 29 — The number of domestic violence cases in Selangor shows an increase this year with 1,519 cases reported from January until October compared to 1,349 cases recorded last year.

State Public Health, Unity, and Women and Family Development Committee chairman, Dr Siti Mariah Mahmud said that 951 cases were recorded in 2018 and 1,159 in 2019.

“Following the increase in cases, the state government has taken some initiatives including creating the SELamat hotline for the public to complain on the domestic violence cases happening, particularly in Selangor.

“This has been operating since Nov 1 and until Nov 24, the SELamat line received 14 calls with seven of these involving psychological, physical and economic abuse,” she said to a question from Juwairiya Zulkifli (PH-Bukit Melawati) on the issue at the Selangor State Legislative Assembly sitting, here, today.

“All the calls received were non-emergency ones as the reason to call the line was to obtain counselling to help them manage their emotions,” she added.

Dr Siti Mariah said the SELamat line gave the callers, the choice of obtaining face-to-face or online counselling or further intervention from non-governmental organisations and the Sahabat line’s qualified counsellors under the Counselling Centre, Office of the Selangor State Secretary.

The 24-hour SELamat phone line at 03-64195027 is under the supervision of Wanita Berdaya Selangor (WBS), which shares information on this line on its Facebook and Instagram, Pusat Wanita Berdaya (PWB) in Selangor’s 56 state constituencies and partner offices to spread awareness and advocacy on the issue of domestic violence.

Special task force to review Pulau Batu Puteh, Middle Rocks and South Ledge Case

PUTRAJAYA, Nov 14 — The Cabinet on Oct 29 has agreed to form a special task force to review the actions and legal issues regarding the Pulau Batu Puteh (Pedra Branca), Middle Rocks and South Ledge case.

Minister in the Prime Minister’s Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar said the task force, which would be led by former Attorney-General Tan Sri Mohamed Apandi Ali, would also recommend the best option on the government’s direction for the case.

“This decision is following the government’s commitment to review the laws related to the Pulau Batu Puteh, Middle Rocks and South Ledge case after the review and interpretation of the case was discontinued on May 17, 2018, taking into account national interests and cost implications,” he said in a statement today.

Prime Minister Datuk Seri Ismail Sabri Yaakob on Oct 9 said a special task force would be set up to conduct a comprehensive study as well as to scrutinise and recommend necessary options by seeking the views of international legal experts to review the laws on the Pedra Branca/Pulau Batu Puteh case.

According to Wan Junaidi, the Cabinet’s memorandum regarding the formation of the special task force including the terms of reference, membership and financial implications will be tabled for consideration and approval by the Cabinet in the near future.

The special task force will submit their findings and recommendations to the Cabinet meeting within six months as decided in the meeting on Oct 29, said Wan Junaidi.

On Feb 3, 2017, the Malaysian government filed an application for review of the decision of the International Court of Justice (ICJ) on May 23, 2008, which ruled that Singapore had sovereignty over Pulau Batu Puteh while Malaysia had sovereignty over Terumbu Karang Tengah.

Malaysia filed the application based on three documents declassified by the United Kingdom to support the application.

The documents are the internal correspondence of the Singapore colonial authorities in 1958, an incident report filed in 1958 by a British naval officer, and an annotated map of naval operations from the 1960’s.

On Feb 16, 2017, Mohamed Apandi, who was then the Attorney-General, said he would lead a team of experts to handle the review at the ICJ, The Hague in the Netherlands.

However, in 2018, the Pakatan Harapan government under the leadership of Prime Minister Tun Dr Mahathir Mohamad withdrew the application before the case was scheduled to be heard on June 11, 2018.

On May 28 this year, an individual, Mohd Hatta Sanuri, 45, filed a suit against the prime minister and the government of Malaysia seeking a written explanation regarding the withdrawal of the review application.

According to Wan Junaidi, besides Mohamed Apandi, the special task force would comprise two local lawyers who managed the cases from 2016 to 2017, namely Datuk Firoz Hussein Ahmad Jamaluddin and Datuk Abu Bakar As-Sidek Mohd Sidek, as well as representatives from the Foreign Ministry, Attorney-General’s Chambers (AGC), Department of Survey and Mapping and the Johor government.

“The Legal Affairs Division of the Prime Minister’s Department; AGC and the Foreign Ministry will act as the secretariat for this special task force,” he said.

Kedah will not approve any more gambling licences – MB

ALOR SETAR, Nov 14 — The Kedah government has decided it will no longer approve gambling licences to any gambling premises in the state to ensure it will be free from such activities in the future, said Menteri Besar Datuk Seri Muhammad Sanusi Md Nor.

He said that through the state government special executive council meeting last week, all 12 local authorities in the state would not approve any application for licence renewal for gambling premises.

“Gambling has caused much damage and led to the downfall of human civilisations, especially family institutions. Many who are involved in gambling will be crippled by debts and this will cause disharmony in the family and chaos in the community.

“The government is taking the responsibility to ensure Kedah will be free from gambling, (so) under the jurisdiction of the local authorities, we have decided to no longer approve licences for gambling premises,” he told a media conference after tabling Kedah’s Budget 2022 at the Kedah State Legislative Assembly here today.

He said that gambling had a huge negative impact on those involved while only a handful benefited from it, namely the gambling operators.

Elaborating, he said that although the government was not closing down existing gambling premises, it would not renew gambling licences and this would result in the operators not being able to run their businesses once their licences expired.

Meanwhile, Muhammad Sanusi said the state government had also decided to limit the sales of alcoholic beverages in the state, especially in areas where there is no demand such as in rural areas.

He said they would leave it to the local authorities to carry out the implementation by ensuring only non-Muslim consumers could buy alcoholic beverages.

“In areas where there is no demand, especially in rural areas, premises selling alcoholic beverages will be limited. The local authorities must monitor the situation (because) like in Sik there is no need,” he said.

Melaka State Election: PM Ismail Sabri visits BN operations room, meets the needy

MELAKA, Nov 14 — Prime Minister Datuk Seri Ismail Sabri Yaakob today visited several Barisan Nasional (BN) operations rooms to meet candidates contesting in the Melaka state election.

He also spent time for breakfast at a few locations to meet residents and the needy in several state constituencies.

The first stop by the prime minister, who is also UMNO vice-president, was at a coconut shake stall at Medan Selera Kampung Alai, Telok Mas, where he had his breakfast.

The stall owner, Farrah Liyana Mustafa, said she was excited and nervous when the prime minister stopped at her stall and ordered for a drink.

The 31-year older trader said since she took over the 20-year-old family business, this was the first time that a country’ leader patronised the stall.

At the stall, IsmaiI Sabri also ordered fried rice and some kuih, as well as greet some 30 customers at the premises before leaving at 9.30 am to Cafe Mama, Solok Duku, Lendu, where he arrived at 10.45 am and was greeted by Barisan Nasional (BN) candidate for Lendu, Datuk Seri Sulaiman Md Ali.

At the restaurant, he had rice with “masak lemak cili padi”, “asam pedas Melaka” and salad, as well as “kuih” for dessert.

The prime minister also obliged requests by some of the patrons at the cafe to take selfies with him, before moving to the next destination, Mama Yan Selera Kampung restaurant, Masjid Tanah, in the Lendu state constituency and then had sate for lunch at Medan Selera Selandar, Alor Gajah, in the Asahan state constituency.

He also went to the Rim state constituency and was at Kafe Markisa for about an hour before leaving the place at 3.20 pm.

Among those seen present were Deputy Minister of Agriculture and Food Industry I Datuk Seri Ahmad Hamzah, BN candidate for Rim Datuk Khaidhirah Abu Zahar and UMNO Information chief Shahril Sufian Hamdan.

Earlier during the visit, Ismail Sabri also went to Baitul Tariq, Kelebang, where he handed an offer letter for further studies to the son of fireman Mohd Diya Che Jusoh who drowned during a rescue operation to help flood victims at Sungai Putat, Ayer Keroh, last October.

He also met with some of the BN candidates contesting in the Melaka state election, including Datuk Rais Yasin (Paya Rumput), Datuk Seri Mohamad Ali Mohamad (Sungai Udang) and Datuk Lim Ban Hong (Kelebang).

Alleged Russian Hacks of Microsoft Service Providers Highlight Cybersecurity Deficiencies

Cybersecurity experts say Microsoft’s recent disclosure that alleged Russian hackers successfully attacked several IT service providers this year is a sign that many U.S. IT companies have underinvested in security measures needed to protect themselves and their customers from intrusions.

But a U.S.-based association of IT professionals says the industry’s efforts to combat foreign hacking attacks are hampered by their customers not practicing good cyber habits and by the federal government not doing enough to punish and deter the hackers.

In an October 24 blog post, Microsoft said a Russian nation-state hacking group that it calls Nobelium spent three months attacking companies that resell, customize and manage Microsoft cloud services and other digital technologies for public and private customers. Microsoft said it informed 609 of those companies, known as managed service providers, or MSPs, that they had been attacked 22,868 times by Nobelium from July 1 to October 19 this year.

‘Well-known techniques’

As of its October 24 blog post, Microsoft said it determined that “as many as 14” of the resellers and service providers had been compromised in the Nobelium attacks, which it said involved the use of “well-known techniques, like password spray and phishing, to steal legitimate credentials and gain privileged access.”

Nobelium is the same group that Microsoft said was responsible for last year’s cyberattack on U.S. software company SolarWinds. That attack involved inserting malicious code into SolarWinds’ IT performance monitoring system, Orion, and gave the hackers access to the networks of thousands of U.S. public and private organizations that use Orion to manage their IT resources.

The White House said in April that it believed the perpetrators of the SolarWinds hack were part of the Russian foreign intelligence service, or SVR.

In an October 29 statement published by Russian network RBC TV, Russia’s foreign ministry dismissed as “groundless” Microsoft’s accusation that SVR was behind the recent cyberattacks on IT companies. It also said Microsoft should have shared data on the attacks with the Russian government’s National Coordination Center for Computer Incidents to aid a “professional and effective dialogue to … identify those involved.”

VOA asked Microsoft whether the company had communicated with Moscow regarding the latest hacking incidents, but Microsoft declined to comment.

It also has not disclosed the names or locations of any of the targeted or compromised IT companies.

Charles Weaver, chief executive of the U.S.-based International Association of Cloud and Managed Service Providers, also known as MSPAlliance, told VOA that he had not heard of any of his organization’s members being affected by the latest Nobelium attacks.

MSPAlliance describes itself as the world’s largest industry group for people who manage hardware, software and cloud computing services for customers. It says it has more than 30,000 members worldwide, about two-thirds of them based in North America.

Insufficient attention

The apparently successful cyberattacks on Microsoft-linked IT companies are a sign that U.S. MSPs are not putting enough priority on cybersecurity, said Jake Williams, a chief technology officer at U.S. cybersecurity company BreachQuest and a former U.S. National Security Agency elite hacking team member.

“The profit margins for MSPs are often razor-thin, and in the majority of cases, they compete purely on cost,” Williams told VOA in an interview. “Any work they do that doesn’t directly translate to additional revenue is generally not happening.”

One cybersecurity practice that more MSPs should adopt is the sharing of information with U.S. authorities about hacking incidents, said James Curtis, a cybersecurity program director at Webster University in Missouri, in a conversation with VOA’s Russian Service.

Curtis, a retired U.S. Air Force cyber officer and a former IT industry executive, said MSPs do not like to admit they have been hacked.

“They don’t want to share that their users’ information has been stolen, because it may hurt their bottom line and may hurt their stock prices, and so they try to handle that internally,” he said.

“The MSP community is not perfect,” Weaver said. “Our members face a lot of cyberattacks and their job is to protect their customers against these things. For 21 years, MSPAlliance has strived to promote best practices for our global community, and we will continue to incrementally improve as fast and as often as we can.”

But Weaver said criticism of MSPs for not devoting enough attention to cybersecurity is misplaced.

Customer practices

“MSPs have been urging their customers to make easy and inexpensive fixes such as adopting multifactor authentication to back up their data to the cloud,” Weaver said. “But I personally have witnessed a lot of nonconformity amongst the customers. They have to be the ones that ultimately pay for and allow MSPs to deploy those fixes.”

The Biden administration also has used a variety of tools this year to try to protect U.S. targets from Russian and other foreign hackers. In May, President Joe Biden issued an executive order for U.S. authorities to tighten cybersecurity contractual requirements for IT companies that work with the federal government. The order said the companies should be required to share more information with federal agencies about cyber incidents impacting the IT services provided to those agencies.

In an earlier action in April, the Biden administration sanctioned six Russian technology companies for providing support to what it called malicious cyber activities of Russia’s intelligence services.

Senior U.S. officials also have used diplomacy to try to expand international participation in a Counter-Ransomware Initiative (CRI). A U.S. National Security Council statement issued Wednesday said deputy national security adviser Anne Neuberger briefed representatives of 35 countries Tuesday on the outcome of last month’s first CRI meeting of experts from law enforcement, cybersecurity, financial regulators and foreign affairs ministries.

Chris Morgan, an intelligence analyst at Britain-based cybersecurity company Digital Shadows, told VOA the stronger cybersecurity practices mandated by the U.S. government for federal contractors will not necessarily be voluntarily adopted by IT companies working in the private sector. One such mandated practice is for federal contractors to adopt a “zero-trust” security model, in which users who log in to a network are not automatically trusted to do whatever they like within that network but must instead undergo continual authentication.

Larger government role

“Implementing zero-trust is a real change in the way that your network is managed and comes with significant costs. I think that’s the reason why a lot of companies are quite hesitant to do so,” Morgan said. “I think a lot of people would like the U.S. government to take a more active role in combating cybercrime [through promoting measures like zero-trust].”

Weaver, of MSPAlliance, said applying federal cybersecurity regulations to the entire private sector is not a good idea because different industries, such as banking, health care and energy, have different IT needs.

He also said the U.S. government could effectively curb ransomware attacks by doing more to hold the perpetrators accountable.

“Cyberattacks are a big business, yet the hackers are in countries beyond the reach of our law enforcement,” Weaver said. “So you have a business model that has no disincentive to stop. And all we have are the IT guardians against those attacks. I just don’t think that putting regulations on the guardians is going to solve this.”

Kedah sees rise in flood evacuees as numbers drop in Melaka

KUALA LUMPUR, Nov 2 — The number of flood evacuees in Kedah rose to 665 people this evening in contrast to the declining number of evacuees in Melaka.

Kedah Civil Defence Force Disaster Management Committee Secretariat division chief Mohd Muaz Mohd Yusof said another relief centre, at Dewan Cenderawasih, was opened in Pendang district to house 61 people from 19 families. The other relief centre in Pendang is currently housing 217 people from 48 families, while in Kubang Pasu district, 119 people from 35 families were being housed at Sekolah Kebangsaan (SK) Dewan Kampung Tradisi, Lembah Keriang, he added.

“In Kota Setar, 228 people from 68 families are being housed at SK Langgar, SK Suka Menanti and SK Darul Hikmah, while in Baling, 15 people from five families are seeking shelter in two centres.

“Another 25 people from eight families are being housed in a centre in Pokok Sena district,” he said in a statement today.

In MELAKA, state Civil Defence Force director Lt Col (PA) Cuthbert John Martin Quadra said the number of evacuees in Alor Gajah dropped to 149 people from 38 families this evening.

“A total of 76 people from 18 families are being housed at SJKC Sin Wah, 47 people from 10 families at Dewan Japerun Durian Tunggal and 26 people from 10 families are at SK Durian Tunggal,” he said.

He added that heavy downpours yesterday affected six areas in the district, Kampung Padang Keladi, Bukit Balai, Kampung Bukit Tambun, Pekan Durian Tunggal, Taman Murai Jaya and Kampung Padang Kerbau.

Meanwhile in PERLIS, two relief centres were opened in Arau to house flood evacuees since early this morning.

The Perlis Civil Defence Force said in a statement that 77 people from 19 families were housed at Kampung Banggol Sena Mosque while 26 people from eight families were seeking shelter at SK Arau this evening.
