Increased allowance for KEMAS volunteer community development assistants – PM

SERDANG, Aug 28 (Bernama) — The government has agreed to increase the allowance of volunteer community development assistants from RM500 to RM800, which will benefit 9,439 Community Development Department (KEMAS) staff, Datuk Seri Ismail Sabri Yaakob announced today.

Speaking in front of about 7,000 KEMAS members at the department’s 60th-anniversary celebration here, the prime minister said the government also agreed to increase the subsistence allowance of Persatuan Bekas Anggota KEMAS Malaysia (PBKAM) members from RM300 to RM500.

Recalling his meeting with PBKAM when he was leading the Rural and Regional Development Ministry, now known as the Rural Development Ministry, Ismail Sabri said that the association had requested for a subsistence allowance, which was later approved at RM300 per month.

“In remembering the services of 4,423 PBAKM members, I agree to increase their subsistence allowance to RM500 per month,” he said in appreciating the contribution of KEMAS members in implementing various efforts to improve the quality of life of the rural community.

At the gathering, which was attended by Rural Development Minister Datuk Seri Mahdzir Khalid, Ismail Sabri said the government also approved an allocation of RM8 million for the digitalisation programme of 800 KEMAS preschools (tabika).

In his speech, the prime minister said the government also agreed with some of the suggestions put forward by Mahdzir regarding improvements to the KEMAS service scheme, especially involving contract staff and District KEMAS Officers.

Among the suggestions made by Mahdzir in his speech earlier was to shorten the qualification period of contract officers for appointment to permanent posts from 15 years to 10 years, and to relax the conditions for contract officers who have served more than 10 years but less than 15 years to be appointed to permanent posts.

Also proposed is a two-grade promotional jump for Grade S19 Community Development Assistants to Grade S22 and S26; restructuring the service scheme for KEMAS Tabika and Taska educators and Assistant Skills and Community Officers by providing promotion opportunities from Grade S29 to S32 and S38.

Ismail Sabri then instructed Public Service director-general Datuk Seri Mohd Shafiq Abdullah, who was also present at the gathering, to take immediate action on the matter.

The prime minister said that being in the frontline, KEMAS members could be agents of change and act as the eyes and ears of the government.

Ismail Sabri said KEMAS needs to be active in gathering feedback on various issues from the community at the grassroots level and extend it to the top management and ministry, in addition to disseminating information related to government policies to rural communities.

“Right now, we can see many issues being twisted and defamations being made. If we let this pass without an answer or explanation, in the end, people will believe it is true.

“We must respond to them, and it is KEMAS’ responsibility to provide explanations to the people on issues that arise and convey information on policies announced by the government,” he added.

As agents of change, he said KEMAS members should equip themselves with knowledge and skills, especially in fields related to the department’s role and responsibilities.

Furthermore, he said KEMAS plays an essential role in helping the country develop its human capital, especially in rural areas.

“Any party cannot deny the contributions and services of KEMAS. In fact, its role will continue to be strengthened by focusing on quality early childhood education that can produce a great generation,” he said.

KEMAS was established in 1961 through the Adult Education Plan, which aimed to eradicate illiteracy among nearly two million adults at that time.

According to Ismail Sabri, KEMAS was a pioneer in early childhood education through the establishment of Tabika in 1970 and Taska (nurseries) in 1995.

To date, KEMAS has 10,744 Tabika classes attended by 208,347 children and 545 Taska classes where 9,973 children are given quality early education, especially in rural areas, including islands and Orang Asli settlements.

He said KEMAS had also taken the initiative to introduce the STREAM (Science, Technology, Religion, Engineering, Arts and Mathematics) programme, which will be extended to all KEMAS Tabika across the country to nurture children’s interest in science and technology.

In the meantime, Ismail Sabri wants the Rural Development Ministry to develop a clear, long-term plan to improve KEMAS Tabika buildings throughout the country.

“A lot of KEMAS Tabika are in poor condition, I know. There are Tabika premises that rely on other buildings or balai raya. Many things need to change,” he said.

Kampung Nongka villagers hold parade, recite pledge to enliven National Month

JITRA, Aug 28 (Bernama) — In a show of patriotism and to enliven the National Month 2022, residents of Kedah’s Kampung Nongka waved the Jalur Gemilang as they held a parade and recited a pledge today.

A total of 35 residents of various ages marched as well as rode motorcycles and bicycles for a few hundred metres from the entrance of the village to the community hall while patriotic songs played through loudspeakers.

Kampung Nongka Community deputy chairman Md Rejab Hamid, 64, said apart from the parade, the villagers involved read a pledge to fire up the spirit of patriotism among them.

“The village youth have planned this programme for a long time now where they collected funds to buy clothes and flags. The senior citizens have been very supportive of their efforts.

“We came up with this programme to gather the villagers to instil in them the spirit of independence and also so that they can understand the meaning of celebrating the National Day,” he told reporters here today.

Md Rejab said the initiative received the support of the Kubang Pasu District Information Department as well as the Kubang Pasu Municipal Council.

Meanwhile, Malaysia Information Department (JaPen) information officer for Kubang Pasu, Naziroh Che Nazris said her team welcomes the villagers’ initiative to enliven the National Month celebration, and is ready to give advice regarding the contents of programmes implemented.

“Through the Merdeka@Komuniti platform, we give the freedom to villagers or communities to hold programmes to ignite the spirit of the National Day such as the independence convoys, sports activities and so on,” she added.

Almost all set for National Day parade at Dataran Merdeka

KUALA LUMPUR, Aug 28 (Bernama) — Preparations for the 2022 National Day celebration at Dataran Merdeka here on Wednesday are almost complete, with participating contingents showing a high level of readiness for the parade.

Communications and Multimedia Ministry secretary-general Datuk Seri Mohammad Mentek said the organisers had tied up some loose ends after conducting a post-mortem on the first rehearsal yesterday.

“I could see that the second rehearsal today is better than yesterday’s, as the contingents were in high spirits. But today there will be another post-mortem, for we can do better in terms of timing because we were four minutes late. Maybe some contingents were not fully prepared yet.

“Preparations at the venue are almost done, with only the installation of the LED screen yet to be completed. We hope the display will be put up at tomorrow’s dress rehearsal,” he told reporters after watching the second rehearsal.

After a two-year lapse due to the COVID-19 pandemic, the National Day main celebration themed ‘Keluarga Malaysia Teguh Bersama’ will be back on Aug 31, with some 50,000 people expected to converge at the historic square beginning 7 am.

Among the highlights is the arrival of Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah and Raja Permaisuri Agong Tunku Hajah Azizah Aminah Maimunah Iskandariah on a horse-drawn carriage from Menara DBKL.

Saint Lucia Citizenship Investment Programme makes top three in the 2022 CBI Index

Castries, Aug. 26, 2022 (GLOBE NEWSWIRE) — St Lucia took third place in this year’s instalment of the CBI Index – which ranked 13 countries with operational citizenship by investment programmes.

Seen as an industry voice and reliable source for those looking to vet CBI programmes around the world, the CBI Index is published annually by the Private Wealth Management magazine, a publication of the Financial Times, and in partnership with CS Global Partners.

This year, St Lucia was ranked alongside Antigua and Barbuda, Austria, Cambodia, Dominica, Egypt, Grenada, Jordan, Malta, Montenegro, St Kitts and Nevis, Turkey, and Vanuatu.

The CBI Index ranked these jurisdictions across nine pillars including Freedom of Movement, Standard of Living, Minimum Investment Outlay, Mandatory Travel or Residence, Citizenship Timeline, Ease of Processing, Due Diligence, Family and Certainty of Product.

Having recently welcomed Mc Claude Emmanuel to the position of Chief Executive Officer of its CBI unit, St Lucia was recognised its affordable minimum investment outlay, reasonable mandatory travel or residence requirements and ease of application processing.

“This recognition means a lot to us. The CBI Index is a globally recognised report that has been assessing CBI programmes for the last six years and not only will investors gain insight into our programme but it also gives us an opportunity to improve aspects of our programme to increase our scores next year,” said notes Mc Claude Emmanuel, CEO of St Lucia’s CPI Unit.

Investors can become a citizen of St Lucia in as little as 90 days by investing only a minimum of US$100,000 through its National Economic Fund, and busy entrepreneurs are not required to stay in the country for prescribed periods of time.

There weren’t many significant changes in the minimum investment outlays since the 2021 CBI Index, this was reflected in no change in the order of the final scores.

There were also no changes from the 2021 CBI Index to scores under the Mandatory Travel or Residence Pillar – Caribbean nations continue to rank highly in this area.

The country scored 87% overall.

St Lucia scored 9 out of ten for Due Diligence, Citizenship Timeline, and Family.

A very important aspect of any CBI programme is its ability to vet applicants and ensure that only honest individuals who can account for how they make a living are accepted into the programmes.

“We are on an ongoing drive to continuously enhance the due diligence processes of our programme as we are very keen to protect its integrity and value,” noted Mc Claude Emmanuel.

With ongoing geopolitical tensions, special attention is now being given to jurisdictions that offer CBI programmes. The international community is concerned that these programmes may offer boltholes for suspect characters looking to evade the law.

International respect is vital for any CBI programme to thrive, and a layer of ongoing monitoring is becoming a key pillar of reputable CBI Units such as that of St Lucia. Caribbean nations are setting global best practices when it comes to advancements in due diligence processes.

The Citizenship Timeline Pillar looks at the average time taken for citizenship to be secured by the applicant. One of the key merits of CBI programmes is their ability to provide a rapid route to second citizenship; St Lucia was awarded top points for its short turnaround times, which takes three months for citizenship to be granted from the date the Authorised Agent is notified that the application has been accepted for processing.

The CBI Index recognises that the rise of increasingly complex family relationships is driving investors to seek programmes that allow for a more diverse range of family members to be included under a primary application.

As an additional layer of nuance to its scoring system, this year’s CBI Index also draws a distinction between family members who are allowed to apply with and obtain citizenship at the same time as the main applicant and those who can apply at a later stage and because of the main applicant has already received citizenship.

Multiple family member categories were considered, with points being awarded for adult children, parents, grandparents and even siblings. Additional merit was also given to programmes with provisions for family members of the main applicant’s spouse. Additionally, the degree of flexibility within each of these categories can differ radically from programme to programme.

St Lucia scored 8 out of 10 in the Certainty of Product pillar. This pillar encompasses a range of factors that measure a programme’s certainty across five different dimensions: longevity, popularity and renown, stability, reputation, and adaptability.

Longevity measures the age of a given programme while Popularity and renown evaluate the number of applications and naturalisations under each programme per year, as well as a programme’s eminence in the industry.

The reputation of a programme was determined by the amount of negative press or the number of scandals it has been linked to, affecting investors’ broader perceptions of the countries in which they invest. Just as important, however, is evidence that programme funds are being utilised for social good. Points were awarded for a jurisdiction’s transparent use of CBI funds, for example for the development of domestic healthcare, education, tourism and other infrastructure. One of the main ways that investors can become citizens of St Lucia is through its Economic Fund which Mc Claude Emmanuel has said will “benefit all St Lucians by investing in social interventions and assisting the country to be food secure as assistance will be given to local farmers.”

Lastly, adaptability reflects a programme’s ability to rapidly respond to, and sometimes even predict, the needs of applicants and the industry.

St Lucia continues to offer a popular programme with consistently high application volumes, stability with no caps on the number of applications or specific calls to end the programme, and adaptability both in respect of changes to keep the programme functioning during Covid-19 and its swift response to the Russian invasion.

St Lucia, along with Antigua and Barbuda, Dominica, Grenada and St Kitts and Nevis scored seven out of 10 in the Freedom of Movement pillar. St Lucia has access to 15 of the 20 key business hubs assessed in the 2022 CBI Index.

Lastly, St Lucia scored six out of 10 for its decent freedom, GDP growth and GNI scores.

UKM receives Brandlaureate Award

KUALA LUMPUR, Aug 27 (Bernama) — Universiti Kebangsaan Malaysia (UKM) has carved a new milestone as it received the 2021-2022 BrandLaureate BestBrands Award in the ‘Nation’s Pride’ category recently.

UKM in a statement said the award aimed to recognise the success of the university across various aspects, strengthening its brand as a balanced higher education institution in terms of academic excellence, research and community service.

“This award honours outstanding brands in Malaysia that have shown improvement in promoting and empowering their branding,” read the statement.

It said the success would also be a stepping stone for the 52-year-old institution to achieve a better position in the list of the world’s best universities.

“The success achieved today has not come easily. It is the result of the sacrifice and struggle of every staff and student at the university,” it added.
