Association works over two decades to assist AO victims

Hanoi: Over the 20 years of its development, the Vietnam Association for Victims of Agent Orange (VAVA) has obtained remarkable achievements in the effort to support Agent Orange (AO) victims.

From 1961 to 1971, the US army sprayed more than 80 million litres of herbicides over southern Vietnam, 44 million litres of which was AO containing nearly 370 kilogrammes of dioxin.

As a result, around 4.8 million Vietnamese were exposed to the toxic chemical, and over 3 million became victims. Hundreds of thousands of people have died while a roughly similar number of others are struggling with deformities and fatal diseases. In particular, the impact of AO/dioxin has lingered on for generations, even to the fourth generation at present.

In the face of the need for settling toxic chemical consequences, healing war wounds, and fighting for justice for AO victims, VAVA was officially established on January 10, 2004.

Reviewing its performance over the last 20 years, VAVA said it has exerted efforts to weather numerou
s difficulties and fulfil the tasks assigned by the Party and State, with a focus on caring for, assisting, and fighting for justice for AO/dioxin victims of Vietnam.

Apart from its central committee, the association is now present in all the 63 centrally-run cities and provinces with over 400,000 members nationwide. The fund for AO/dioxin victims has been set up at the central level and in 40 of the 63 provincial-level localities, not to mention those in 108 districts and the voluntary ones in nearly 550 communes, wards, and townships.

From the time of its inception to November 2023, VAVA has raised more than 4.236 trillion VND (172.9 million USD) both in cash and in kind for assisting victims by setting up social protection centres, building and repairing houses, presenting gifts and financial aid, granting scholarships, giving health check-ups and treatment, providing vocational training, and helping them seek jobs.

Communications in various forms have been boosted. The association’s emulation movement
named ‘For the AO victims of Vietnam’ has been implemented on a large scale and connected with a similar campaign launched by the Vietnam Fatherland Front (VFF) Central Committee, thus yielding fruitful results, VAVA reported.

In addition, the struggle for justice for AO/dioxin victims has been persistently promoted in conformity with the Party and State’s viewpoint, guideline, and foreign policy, thus helping improve the US Congress and Government’s awareness of the issue and their sense of responsibility towards the cooperation with Vietnam in the environmental remediation of dioxin contamination at Da Nang airport in central Da Nang city and Bien Hoa Airbase in southern Dong Nai province. The US Agency for International Development (USAID) has also carried out a project to assist the disabled, including AO/dioxin victims, in the provinces hit hard by toxic chemicals, along with some other projects benefiting victims.

To support Tran To Nga, a Vietnamese French victim of AO, in her lawsuit against the US
firms manufacturing the toxic chemical used by the US army during the war in Vietnam, VAVA has worked closely with French lawyers and raised resources to help her. It also issued a statement of support for the lawsuit and sent an open letter to domestic and international organisations to call for their objection to the court’s first-instance judgment and assist Nga to sue the US firms at the appeal court in Paris, VAVA noted.

Sen. Lt. Gen. Nguyen Van Rinh, VAVA Chairman in the fourth tenure (2018 – 2023), stated that settling consequences of the toxic chemicals used by the US during wartime is the conscience and responsibility towards those devoting their lives to the Fatherland’s independence and freedom. It is a social and humanitarian issue regarding the compatriots residing in AO-hit areas. Caring for, assisting, and fighting for justice of AO victims form an urgent need and hold great political, economic, social, and diplomatic significance.

The establishment of VAVA reflected the Party and State’s att
ention to the AO issue and also met the aspirations of the people, especially the millions of AO/dioxin victims in Vietnam, he said.

Lt. Gen. Nguyen Huu Chinh, VAVA Chairman in the fifth tenure (2023 – 2028), affirmed that VAVA executive committee will stay united to bring into play experiences gained during previous tenures, work to mobilise more domestic and international resources for the work, and step up the care for and improvement of AO victims, thereby fulfilling the tasks assigned by the Party and State./.

Archbishop Palma tells Sto Niño devotees: Focus on family, education

CEBU CITY: Cebu Archbishop Jose Palma underscored the importance of family and education as he led the faithful during the Solemn Pontifical Mass in honor of Sr. Sto. Niño at the centuries-old Basilica Minore del Santo Niño de Cebu’s Pilgrim Center here Sunday.

‘It’s a treasure to emphasize family unity. I know for a fact that many of the parents believed in the importance of education. It’s important to send our children to school, but your teachings to your children at home is equally important,’ Palma said in a mix of English and Cebuano.

He said he was happy to see children being brought by their parents to participate in the Fiesta Señor religious activities, saying that ‘that’s the way we promote faith’ to the youth.

Palma even noted that Cebu has been a melting pot for students from anywhere in the world who come here to get their college education in Asia’s cradle of Christianity.

‘Thanks to the parents who encourage their children to get a good Christian education because they are our hope. Choos
ing the best education and they would grow in faith and wisdom through the grace of God,’ he said.

A month later, families faced the devastating effects of Super Typhoon Yolanda.

Most recently, the coronavirus disease (Covid-19) claimed thousands of Cebuano lives.

Despite all the calamities that struck families, he said the Sto, Niño blessed Cebu with big religious events with global impact, citing the International Eucharistic Congress in 2016 and the Quincentennial of Ferdinand Magellan’s arrival that marked the 500th year of Christianity.

‘Note that we celebrated here the first baptism and the first mass in the country. And that happened here in Cebu,’ he added.

Heavy snowfall disrupts Winter Youth Olympics in eastern S. Korea

GANGNEUNG: Heavy snowfall disrupted the Winter Youth Olympics taking place in eastern South Korea for the second straight day Sunday, affecting schedules for the competition and cultural events on the sidelines.

The fourth Winter Youth Games opened in Gangwon Province on Friday, with the first medals awarded Saturday.

Heavy snow that pounded the region forced the organizers to move the starting time for the ski jumping event on Saturday in Pyeongchang, some 130 kilometers east of Seoul.

The men’s Super G race in alpine skiing has been moved from noon to 1:55 p.m. and then again to 3:25 p.m. on Sunday in Jeongseon, a county just southeast of Pyeongchang.

In Gangneung, about 30 kilometers east of Pyeongchang, Choi Min-jeong, a two-time Olympic short track speed skating champion, had her one-point lesson session scrapped amid a mix of snow and rain Saturday.

Lee June-seo, the men’s relay silver medalist in 2022, couldn’t hold his clinic session Sunday due to snow and windy conditions.

All outdoor activitie
s, performances and skating sessions in Gangneung were also canceled.

The Korea Meteorological Administration (KMA) lifted a heavy snow warning on Gangwon on Sunday, though the province is expected to receive more snow into Sunday afternoon, with some rain showers in some corners.

The KMA estimated that the eastern part of Gangwon could have as much as 7 more centimeters of snow.

Between Thursday and 7 a.m. Sunday, Wangsan-myeon in Gangneung had 44 cm of snow, according to the KMA, while downtown Gangneung had just over 10 cm.

Several roads across Pyeongchang and Jeongseon had been blocked and had experienced severe congestion due to heavy snow Saturday, but local officials said conditions have since eased.

The current Winter Youth Olympics, the first to be held in Asia, will wrap up Feb. 1.

Meanwhile, South Korea will be without one of the its biggest stars as snowboarder Choi Gaon was ruled out of the competition Sunday with a lower back injury.

The Korea Ski Association announced Sunday that Choi, 1
5, will sit out the Winter Youth Games after hurting her back during a training session at the International Ski Federation World Cup in Laax, Switzerland the previous day.

Choi had been considered a gold medal favorite in the women’s halfpipe at the Youth Olympics. Her event is scheduled for the final day of the competition.
