SC sets guidelines for ‘digitalized’ Sharia Bar Exams

The Supreme Court (SC) on Tuesday said it will adopt the use of the Examplify program for the ‘digitalized’ 2024 Shariah Bar Examinations (SBE).

In a statement, the tribunal said Examplify is a secure computer-based program to be installed in the examinees’ laptops to allow them to take the 2024 SBE digitally while being physically present in their respective local testing centers (LTCs).

Under the guidelines issued by the Court, all examinees must bring a laptop during the two days of the SBE.

Examinees are advised to be familiar with using their laptops, which should be in good working condition and must meet the following basic specifications: Wi-Fi enabled, with a built-in keyboard, functioning trackpad, integrated display monitor, and a healthy and fully charged battery. The examinees must also bring their laptop chargers.

Examinees are requested to refrain from bringing and using external gadgets and computer accessories because the allotted desk space is sufficient for only one laptop. Smartphones
, tablets, and the like are prohibited.

Qualified applicants shall be given their own individual Examplify accounts. An e-mail containing detailed instructions on account credentials and how to download and access Examplify accounts shall be sent to each examinee’s Bar Applicant Registration Information System and Tech Assistance (BARISTA)-registered e-mail address by April 11, 2024.

The examinees are required to install the compatible version of Examplify on their respective laptops no later than April 12, 2024. They must closely monitor the Inbox and Spam folders of their respective BARISTA-registered e-mail account on or before said date to verify receipt of this correspondence.

To ensure compatibility between the examinees’ laptops and Examplify, and to help them become familiar with its mechanics, two sample examinations will be provided and examinees are advised to use the laptops that they intend to use during the actual SBE.

The first sample examination will be will be accessible until May 1, 2024
. This sample examination is optional.

The second sample examination is mandatory and must be taken and submitted no later than April 20, 2024. Failure to take the Second Sample Examination will result in the deactivation of the Examplify account of the non-complying examinee.

This year’s SBE will take place on April 28 and May 2. Local testing centers will be available in the National Capital Region (University of the Philippines, Diliman, Quezon City) and Region XI (Ateneo de Davao University, Davao City).

Producer price index for manufacturing declines in Feb

MANILA: The producer price index (PPI) for manufacturing declined at a faster pace in February this year, the Philippine Statistics Authority (PSA) said on Tuesday.

In a report, the PSA said the PPI for manufacturing declined by 1.2 percent in February, slightly faster than the 1.1 percent decrease in January.

In February 2023, the PPI posted an annual increment of 3.9 percent.

“The faster negative annual growth rate of PPI in February 2024 from January 2024 was primarily due to the deceleration in the annual growth rate of manufacture of computer, electronic and optical products industry division at 1.2 percent in February 2024 from 1.8 percent in January 2024,” said the PSA.

The PSA said other contributors to the faster decline of the PPI were the deceleration in the annual rates of the manufacture of food products at 0.5 percent in February 2024 from -0.9 percent in January 2024, and the manufacture of beverages at 6.2 percent from 7.0 percent annual increase the previous month.

Month-on-month, the PP
I for manufacturing declined by 0.2 percent from a 1.1 percent monthly decline in January 2024.

The top contributor to the slower monthly decrement of the PPI was the manufacture of fabricated metal products, except machinery and equipment, with a monthly drop of 0.1 percent from a 2.8 percent decline in January.

The PPI is generated from the results of the Producer Price Survey, which is conducted nationwide.

It measures the average change over time in the prices of products or commodities produced by domestic manufacturers and sold at factory gate prices to wholesalers and/or other consumers in the domestic market.

GOVT EXPLORING STEPS AFTER INDUSTRIAL COURT JUDGMENT DEEMED NOT BINDING ON US EMBASSY – STEVEN SIM

PUTRAJAYA, The government is exploring next possible steps following yesterday’s High Court ruling, which determined that a judgment from the Industrial Court is not binding on the United States Embassy due to its immunity.

Human Resources Minister, Steven Sim Chee Keong, stated that the Ministry of Human Resources (KESUMA) takes the decision seriously, and the matter will also be raised at tomorrow’s Cabinet meeting.

“KESUMA regards the court’s decision seriously, and we are closely monitoring it with our legal officers.”

“We need to first review the grounds of judgment because they haven’t been released yet. Our legal officers will also discuss with the Attorney General’s Chambers to determine the next steps,” he told reporters after the pre-launch of Labour Day celebration, here today.

Yesterday, media outlets reported that the High Court had granted a judicial review application filed by the United States government to overturn an RM66,000 Industrial Court award given to a former security guard, for
wrongful dismissal 15 years ago.

The High Court found that the US embassy has immunity and is, therefore, protected from the jurisdiction of the Industrial Court concerning the claim.

As for the calls to reassess the memorandum of understanding (MoU) concerning formal worker sectors from Indonesia to Malaysia, he confirmed that the issue will be addressed during the Joint Working Committee Meeting between the two countries scheduled for May.

“Malaysia is the host this time. We will discuss and review the issue of the MoU,” he said.

Previously, Indonesia called for a review of the MoU covering formal worker sectors from the country to Malaysia, particularly in plantation and construction, as it has not been revised for 20 years.

Indonesia’s Ambassador to Malaysia, Datuk Hermono, emphasised the importance of embassy participation in monitoring the recruitment process of workers to Malaysia and tackling wage issues to ensure alignment with Malaysia’s minimum wage policy.

He clarified that Indonesia and Mal
aysia have signed two MoUs related to migrant workers covering all sectors in 2004, adding that the specific MoU regarding Indonesian domestic workers was ratified by both countries on April 1, 2022.

More areas shift to alternative learning modes amid extreme heat

MANILA: More areas have resorted to alternative learning modes (ADM) due to sweltering temperatures, the Department of Education (DepEd) said Tuesday.

As of 9 a.m., suspension of face-to-face classes from preschool to senior high school, both for private and public schools, has been implemented in Quezon City and Caloocan City.

The same was implemented in Dagupan City in Ilocos Region; Polangui, Albay in Bicol Region; cities of Iloilo, Kabankalan, Silay, Himamaylan, and Bago, as well as Bacolod, Negros Occidental, and Roxas City in Western Visayas, the DepEd said in an advisory.

Three schools in Eastern Visayas and the Zamboanga Peninsula also ordered blended learning, particularly Maasin Central School in Maasin City; and Pagadian City Pilot School and Buenavista Integrated School, respectively.

Likewise, the local government units of Banga, Tantangan, General Santos, and Polomolok in South Cotabato, Sultan Kudarat, and Maasim in Sarangani implemented suspended in-person setups for learners and teachers.

Adjusted schedules

The Navotas City Schools Division Office, meanwhile, adjusted the class schedules in public schools, freeing schools of all students during the highest heat index peaks from 10 a.m. to 2 p.m.

For the morning shift, classes will run from 6 a.m. to 10 a.m.; while the afternoon shift will resume from 2 p.m. to 6 p.m. for elementary levels and 2 p.m. to 7 p.m. for secondary levels.

For all public schools in Muntinlupa, Mayor Ruffy Biazon announced the shortening of in-person classes until 10 a.m., with afternoon classes suspended due to the extreme heat.

Meanwhile, the Division of City Schools in Manila has given school heads the discretion to suspend face-to-face classes amid hot weather conditions.

In a memorandum, Dr. Nerissa Roxas Lomeda, Chief Education Supervisor and Office of the Superintendent officer-in-charge, said in-person classes ‘must, at all times, be the default modality, except in extreme cases’.

‘While School Principals have the authority over Class programming, you are
reminded of your accountability with learning outcomes,’ she added.

Lomeda said teachers and students can wear more comfortable clothing aside from their regular uniforms to reduce the heat they feel while inside the schools.

However, she said these outfits must adhere to the Civil Service Commission’s rules on appropriate clothing in the workplace.

The memorandum, meanwhile, enjoined all schools to submit implementation plans to their assigned public school district supervisors for information, monitoring, and supervision of classes.

On Monday, around 13 areas nationwide shifted to blended learning due to scorching heat index levels.

The Task Force El NiƱo, earlier, urged local government units to consider a shift to ADM to ensure that the welfare of learners and teachers is not compromised.

DepEd Ilocos Norte allows shifting to distance learning

DepEd-Ilocos Norte Schools Division Superintendent Donato Balderas Jr. said that before changing class schedules and modalities, the province’s school offici
als are required to submit proposals or recommendations.

San Nicolas National High School shifted to distance learning, using printed and digitized modules, activity sheets, and online platforms.

Other schools required their learners to bring water containers and drink every 9 a.m., 11 a.m. and 2 p.m.

On the other hand, newly constructed classrooms at the Ilocos Norte National High School in Laoag City have been installed with air-conditioning units through the initiative of parents-teachers associations.

‘Our children deserve the best education and a convenient space for learning,’ Noel Abad, father of a Grade 10 student, said.
