Indonesia launches first carbon storage project


Indonesian President Joko Widodo has freshly launched the construction of the country’s first carbon capture, utilisation and storage (CCUS) project in West Papua province, operated by the British multinational oil and gas company BP Plc.

The CCUS project has the capacity to store up to 1.8 gigatonnes of carbon dioxide, energy minister Arifin Tasrif said in a statement on November 24.

BP was reported to invest 2.6 billion USD in the project, with the first carbon injection expected in 2026.

Indonesia has an estimated carbon storage capacity of 8 gigatonnes in depleted oil and gas reservoirs and 400 gigatonnes in saline aquifers.

Energy ministry data shows there are currently 15 carbon capture and storage (CCS) and CCUS projects in various stages of preparation in the country with a combined investment of nearly 8 billion USD, including BP’s project./.

New Weather Station in Tubajon to Aid Farmers in Crop ManagementNA chairman hails successful organisation of 9th global conference on young parliamentarians

Tubajon, Dinagat Islands – The local government unit (LGU) of Tubajon welcomed the installation of an Automated Weather Station (AWS), a move expected to significantly aid local farmers in managing their crops.

According to Philippines News Agency, Tubajon Mayor Simplicia Pedrablanca, in a statement on Sunday, expressed gratitude to the Department of Agriculture in the Caraga Region (DA-13) for the establishment of the AWS. She believes this facility will enable farmers to access real-time and accurate weather data, improving crop management. The AWS was officially turned over to the LGU on Saturday. Pedrablanca highlighted that the current agricultural output feeds just over 4,000 of the town’s 9,000 residents. With the AWS, the town aims to achieve food self-sufficiency and enhance the livelihoods of farmer families, potentially reducing poverty in the locality. The AWS, part of the Adaptation and Mitigation Initiatives in Agriculture by DA, will assist farmers in making informed decisions about planting, irrigating, and harvesting their crops. DA-13 stated that the facility would help optimize agricultural practices in Tubajon, potentially leading to increased yields and improved crop quality. The AWS will also e
nable farmers to better prepare for and mitigate the impacts of extreme weather events, thereby reducing crop losses and minimizing the economic impact of unpredictable weather on agriculture.

National Assembly (NA) Chairman Vuong Dinh Hue on November 27 hailed agencies and localities for the success of the 9th Global Conference of Young Parliamentarians that took place in Hanoi from September 14-18.

Chairing a meeting to review the event organisation, the NA Chairman said that the conference’s success is beyond expectations as leaders of the Inter-Parliamentary Union (IPU), and domestic and international delegates appreciated the preparation and results of the event.

RoK’s Chungcheong region enhances tourism cooperation with Ha Long


Authorities and the tourism sector of the Republic of Korea (RoK)’s Chungcheong region are seeking ways to boost tourism cooperation with Ha Long Bay – a UNESCO-recognised World Natural Heritage in the northern province of Quang Ninh.

According to the tourism council of the region which comprises Daejeon, Sejong, South Chungcheong, and North Chungcheong, recently representatives from the RoK discussed with those from Vietnamese localities on the opening of a direct air route between Cheongju and Van Don airports, and other measures to promote exchanges between the two countries.

Earlier, representatives from the tourism council of the region visited Ha Long city where they signed a memorandum of understanding on cooperation with the Vietnamese tourism sector.

A Ha Long K-Street imbued with the Korean style is expected to be put into operation next April, with an aim to promote the country’s culture in the city.

Ha Long Bay attracts around 14 million tourists each year./.

Da Lat improves customer experiences with free music shows on public trains


Train cars in the Central Highlands city of Da Lat are now offering free music performances in an attempt to improve customer experiences for passengers, especially foreign tourists, said Vo Minh Chanh, Chief of Da Lat Railway Station on November 27.

The music performances aim to mark the 130th founding anniversary of the city and celebrate the United Nations Educational, Scientific and Cultural Organisation (UNESCO)’s recognition of Da Lat as a creative city in the field of music.

Passengers will have a chance to enjoy songs about the locality and famous foreign music pieces by professional artists while contemplating the poetic beauty of the ‘dreamy’ city throughout the journey from Da Lat station to Trai Mat and vice versa.

The Da Lat Railway Station is a charming and unique architectural structure, a perfect combination of Western architecture and the traditional Vietnamese communal house design. In 2001, the Ministry of Culture, Information, and Tourism recognised the station as a national architectu
ral relic. It is also an attractive tourist attraction for domestic and foreign tourists in the city. In particular, the 7km long tourist railway, running from Da Lat centre to Trai Mat station attracts many tourists to its antique carriage system.

On average, there are four Da Lat – Trai Mat trains that serve more than 1,000 passengers a day./.

National Assembly to pass five laws this week


The National Assembly is scheduled to vote to approve a number of laws and resolutions during the last days of its sixth session from November 27-29.

The laws are the Law on Citizen Identification, the Housing Law (amended), the Law on Water Resources (amended), the Law on Real Estate Business (amended), and the law on forces participating in the protection of security and order at the grassroots level, of which the first three are expected to be adopted on November 27.

The resolutions cover piloting some specific mechanisms and policies on investment in the construction of road traffic projects, the application of additional corporate income tax in accordance with regulations to prevent the erosion of the global tax base, the results of thematic supervisions over the implementation of the legislature’s resolutions on national target programmes, and question-and-answer activities, and the resolution of the sixth sitting.

On November 27, legislators will also look into the draft revised Capital Law and the
Government’s reports on the preliminary review of the pilot urban government model in Hanoi and the central city of Da Nang, and the three-year implementation of the model in Ho Chi Minh City.

In the afternoon, they will scrutinise the draft amended Law on Archives./.

Vietnam, Japan lift relations to comprehensive strategic partnership


President Vo Van Thuong on November 27 described the adoption of the joint statement on the elevation of the Vietnam – Japan relations to a ‘Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World’ as an important event ushering in a new chapter in the bilateral ties.

Co-chairing an international press conference together with Japanese Prime Minister Kishida Fumio right after their talks in Tokyo, the Vietnamese President, who is paying an official visit to the East Asian nation, said the two leaders reviewed the achievements and the strong, breakthrough, and comprehensive strides in the two countries’ friendship and cooperation over the last 50 years.

The adoption of the joint statement on the new partnership was an important event opening up a new chapter in the bilateral relations with practical, comprehensive, and effective development, thus meeting both sides’ interests and contributing to peace, stability, cooperation, and development in the region and the world at large, h
e noted.

The two sides also agreed on major orientations for the Vietnam – Japan friendship and cooperation in the time ahead, including in politics, defence – security, economy, and new areas, he went on.

Both leaders welcomed Japanese official development assistance (ODA) loans for Vietnam possibly surpassing 100 billion JPY (671 million USD) in 2023, President Thuong said, viewing this as an important prerequisite for the two countries to maintain and bolster ODA cooperation in the years to come, with a focus on such fields as strategic infrastructure, digital transformation, green transition, climate change response, and health care.

He highly valued PM Kishida’s affirmation of Japan’s continued support for Vietnam’s industrialisation, modernisation, and development of an independent and self-reliant economy; Vietnam’s important role in the diversification of Japan’s supply chains; pledge to provide conditions for Vietnamese businesses to engage more deeply in global supply chains of Japanese firms; an
d support for the Southeast Asian country to realise commitments, including the target of net zero emissions by 2050.

The two sides also concurred in stepping up human resources connectivity, locality-to-locality cooperation, tourism links, and cultural and people-to-people exchanges, he went on.

President Thuong also underlined that at the talks, they affirmed the necessity to maintain a free and open international order with respect for international law, and that Vietnam and Japan will coordinate closely in issues of shared concern, including the East Sea issue, at international and regional forums.

They voiced support for ensuring security and safety of navigation and overflight, and resolving all disputes and differences by peaceful means on the basis of international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), according to the Vietnamese leader.

Mentioning the talks’ outcomes, PM Kishida said the two sides discussed orientations for the bilateral relations in
the future and agreed to elevate the bilateral relationship.

He detailed some areas the two countries will promote cooperation in, including economy, noting that Vietnam is an indispensable partner of Japan during the implementation of the latter’s ‘Free and Open Indo-Pacific’ initiative, and also an important base of Japan’s supply chains. The two sides will join hands to co-create future industries such as high technology and human resources training, he continued.

Considering the Vietnamese manpower as indispensable to Japan’s socio-economic development, the host leader said the two countries will expand exchanges between their young people and localities, along with cultural, sports and tourism ties.

Japan and Vietnam will also intensify cooperation at regional and international forums and work together to consolidate and maintain international order and freedom with adherence to law, the PM added./.

NA deputies debate draft revised Capital Law


National Assembly (NA) deputies underlined the need to give more power to the People’s Council of Hanoi in different fields while discussing the draft revised Capital Law on November 27 as part of their ongoing sixth session.

Duong Khac Mai, a representative from the Central Highlands province of Dak Nong held that promoting decentralisation to the city People’s Council in deciding the establishment, re-organisation and dissolving of specialised agencies and special administrative organisations under the People’s Committee of Hanoi and local districts and townships will make state management activities more flexible.

Commenting on the draft revised Capital Law’s content on the attraction and use of talents and high-quality human resources development, Mai said that this is an important issue which is expected to create a “push” in terms of mechanism to attract, utilise, and develop high-quality human resources for the city.

However, the deputy asserted that it is necessary to give more power to the munici
pal People’s Council in issuing documents stipulating more detail regulations on the subjects of attraction, recruitment and appointment policies as well as support policies for talents, while building a suitable working environment for them to ensure their highest contributions to the city.

Giving opinions on the number of deputies to the Hanoi People’s Council, Nguyen Quoc Luan, a representative of Yen Bai province, agreed on the need to increase the number from 95 to 125. He explained that as once the People’s Councils in districts and wards no longer exist, the role and responsibility in examining, supervising and deciding on important issues will be assumed by the city People’s Council. Therefore, the increase in the number of city People’s Council representatives is reasonable, he added.

In addition, Luan suggested the proportion of full-time deputies be increased from 25% to at least 30-40% to ensure the operational efficiency of the municipal People’s Council.

He also proposed that the NA consider
the supplementation of power to the standing members of the Hanoi People’s Council in working with the city People’s Committee in dealing with issues arising between working sessions of the council.

Echoing Luan, deputy Nguyen Thi Viet Nga from Hai Duong representative said that the increase in the number of deputies to the Hanoi People’s Council to 125 is necessary as the city is one of the two localities with the largest population in the country, with an annual population rise of 1.4%.

At the same time, Hoang Quoc Khanh, a representative of Lai Chau province recommended that the head of the People’s Council Office be a member of the People’s Council.

Also on November 27, the deputies also reviewed the pilot implementation of the urban government model in Hanoi and Da Nang, and the three-year application of the model in Ho Chi Minh City./.
