PM chairs conference on State-owned enterprises’ operation plans for 2024


Hanoi: Prime Minister Pham Minh Chinh on February 5 chaired a working session with the Commission for Management of State Capital at Enterprises (CMSC) and 19 groups and corporations under the commission’s management to look into their production and business plans for 2024 and measures to promote socio-economic development investment in the year.

PM Chinh highlighted contributions from the 19 groups and corporations to the country’s overall success in 2023, but underlined that the country’s socio-economic development tasks for 2024 are much harder than those for 2023, requiring more efforts from ministries and sectors, including the CMSC.

Although they are small in number, State-owned groups and corporations hold large resources, assets, and capital, serving as an important force of the Party and State, the PM stressed, adding that along with economic development, the groups and corporations have actively participated in ensuring social security.

The Government leader asked leaders of ministries, sectors
as well as the groups and corporations to analyse and assess their performance in 2023 and propose tasks and solutions to promote business and production in 2024, thus contributing to boosting socio-economic development this year and following years.

Particularly, they were requested to review and propose any necessary changes to institutions, mechanisms, policies and laws to enhance the operational efficiency of the groups and corporations.

Last year, the total revenue of the 19 groups and corporations reached nearly 1.13 quadrillion VND (46.34 billion USD), equivalent to 105.15% of the yearly plan.

Their combined pre-tax profit hit 53.25 trillion VND (excluding Vietnam Electricity) was equal to 166.09% of the 2023 plan and 110.92% compared to the same period in 2022. The groups and corporations paid 79.25 trillion VND to the State budget, reaching 199.96% of the plan for the year and equivalent to 120.22% of the figure recorded in the same period of 2022./.

State-owned firms asked to help motivate growth of other economic sectors


Hanoi: Prime Minister Pham Minh Chinh has asked the Commission for Management of State Capital at Enterprises (CMSC) to build and implement future development strategies for State-owned groups and corporations under its management, with a view to better clarifying their role in leading, motivating and promoting the growth of other economic sectors.

Speaking at a working session with the commission and 19 groups and corporations under its management in Hanoi on February 5, PM Chinh instructed that the commission should focus on removing legal obstacles to create a favourable legal framework for the SOEs, while intensifying supervision and power control.

He required that the SOEs must pay more attention to investment in development with clear focus and priority, and restructure their administration, finance, input materials and fields of operation in line with the development trends.

The CMSC and the 19 State-owned groups and corporations must strictly follow conclusions and resolutions of the Party Centra
l Committee, the National Assembly and the Government in implementing their goals and tasks for 2024, the PM said, adding that the groups and corporations must operate in line with the socialist-oriented market mechanism. Last year, the total revenue of the 19 groups and corporations reached nearly 1.13 quadrillion VND (46.34 billion USD), equivalent to 105.15% of the yearly plan.

Particularly, of the 19 groups and corporations, 15 completed and surpassed their revenue plans, 16 reached and exceeded their pre-tax profit plans, and 16 completed and surpassed their State budget payment plans.

However, PM Chinh pointed out that the firms have shown a n
umber of shortcomings, including limited development investment, inadequate contributions to the GDP compared to asset values, and modest business and investment efficiency.

He demanded that ministries, sector and the CMSC coordinate closely to promptly handle problems related to the enterprises.

At the same time, the PM emphasised the need to prevent and combat corruption, negative phenomena and group interest, and improve the living conditions for labourers.

He also reminded the groups and corporations of the need to ensure the supply of electricity, coal, petrol, and materials for production industries as well as transportation activities and national security and defence./.

President asks guard, mobile police forces to maintain combat readiness


Hanoi: President Vo Van Thuong on February 5 visited the Guard High Command and the Mobile Police High Command under the Ministry of Public Security and inspected their combat readiness on the occasion of the Tet (Lunar New Year) Festival.

He asked the guard force to be well aware of their tasks of ensuring security and safety for Party and State leaders, as well as national and international events in Vietnam, and activities of Vietnamese leaders abroad.

The leader emphasised the need for the public security sector to work harder to build the truly pure, strong, regular, elite and modern guard force by 2025, meeting requirements and tasks in the new situation.

The force should better perform forecasts, take solutions to prevent both traditional and non-traditional security risks early and from afar, regularly hold exercises, and optimise science-technology products in their jobs.

A firm legal corridor is needed to facilitate the operation of the force, he said, suggesting special policies towards the gua
rd force and the supplement of cutting-edge equipment to help them complete their assigned tasks.

The President urged the force to step up cooperation with others and international collaboration, and pay more attention to personnel training.

Visiting the Mobile Police High Command, President Thuong underlined the force’s important role in safeguarding national security and social order and safety, and hailed its outstanding performance over the past time.

He pointed out challenges in 2024, with the increasingly complex and sophisticated operations of crimes, which create higher security requirements for police and public safety. In any circumstances, security and social order and safety must be firmly guaranteed to prevent and combat crimes, serve socio-economic development and maintain a peaceful and stable environment in the country, he requested, asking the mobile police to increase training and maintain their combat readiness.

He suggested upgrading material facilities and raising the spiritual life o
f soldiers and officers, ensuring that all of them enjoy a happy New Year festival.

The President also asked the Party Committee of the Mobile Police High Command to continue with Party building and rectification, and further promote the campaign on studying and following President Ho Chi Minh’s thought, morality and lifestyle./.

Party chief’s article strengthens public trust in CPV’s leadership


Hanoi: The recent article penned by Party General Secretary Nguyen Phu Trong, entitled ‘Proud and confident under the Party’s glorious flag, determined to build a Vietnam more prosperous, powerful, civilised, heroic with a fine and long lasting culture’, has ignited a surge of pride in the glorious Party, the great President Ho Chi Minh and the heroic Vietnamese nation, contributing to strengthening public trust in the Party’s leadership and the bright future that awaits the country and its people.

Col. Nguyen Van Thuc, former inspector from the Air Defence-Air Force under the Vietnam People’s Army, said the article has provided an objective and comprehensive evaluation of the achievements and lessons that the Party, country and people have attained throughout historical stages.

Through scientific and compelling arguments, Party chief Trong asserted that since its establishment, the Communist Party of Vietnam (CPV) has always been steadfastly loyal and creatively applying and creatively applied Marxist-Leni
nist ideology to the specific conditions of Vietnam, in order to continue advancing the country towards socialism in line with the inevitable trend of the times, he said.

The cause of renovation and development of a market-oriented socialist economy have brought about positive results for Vietnam over the past nearly four decades. Transforming from a poor and backward country, Vietnam has emerged as one of the middle-inco
me countries, achieving impressive poverty reduction results and increasingly improving its position on the international stage.

At the beginning of the country’s renovation in 1986, Vietnam’s GDP was around 8 billion USD, ranking 9th out of 10 countries in the ASEAN bloc. Thanks to reform, the economy has experienced relatively high growth, reaching 2.56% in 2021 while many economies around the world suffered negative growth. The figure rose to 8.02 in 2022, significantly higher than the planned 6-6.5%.

In 2023, it exceeded 5%, a remarkable feat compared to regional and global counterparts. For the first time, Vietnam’s GDP hit 430 billion USD, ranking third in ASEAN and among the top 40 largest economies globally, and the top 20 economies in terms of trade and foreign investment attraction.

In recent documents, the CPV has affirmed that the theory of socialism and the path to socialism in Vietnam are increasingly clearer.

The Party chief’s article demonstrates that the path to socialism chosen by the Pa
rty, President Ho and the people is correct and infuses a renewed vigor into the collective efforts of the entire Party, people and army’s to successfully achieve the set goals, Thuc concluded./.

British researcher praises CPV’s role in national development


London: Under the leadership of the Communist Party of Vietnam (CPV), Vietnam has been built into a thriving economic, political and cultural powerhouse, said British researcher of Vietnamese politics and history and member of the Communist Party of Britain Kyril Whittaker.

Talking with Vietnam News Agency correspondents in the UK on the occasion of the CPV’s 94th founding anniversary, Whittaker said that since the establishment in 1930 in Hong Kong, the CPV has guided the country through the resistance against the French colonialism and US imperialism, and liberated, re-unified and re-built the country into prosperity.

Quoting President Ho Chi Minh’s words about democracy ‘Democracy means that the people are the master’, the British researcher stressed that not only is the Vietnamese society today a product of Marxism-Leninism and Ho Chi Minh Thought, but it is also imbued with the culture of socialism, with progressive values, a love for peace and independence, and the values Uncle Ho often talked about s
uch as integrity and thrift.

According to him, the underlying recognition between providing a better quality of life for the people and the increasing development of culture has provided the basis for the Vietnamese society of today, one which is beloved and recognised by people all around the world for its rich culture, economic growth and expansive history. For the past 94 years, the CPV has continued socialist construction and overcome challenges, being the driving force of the Vietnamese society, which provides a leadership of the people, by the people and for the people, and continues to therefore provide the grounds for healthy growth in all areas, especially in cultural preservation and development.

Through various policies by elevating the people’s lives by eradicating poverty, building infrastructure, encouraging a healthy environment and preserving of the culture of ethnic minorities in Vietnam, the Party and the people of Vietnam are planting the seeds for the continual development of Vietnamese
culture, he said.

Assessing Vietnam’s achievements in 2023 under the leadership of the CPV, Kyril said the country followed the continuous line of previous years in enhancing the people’s lives in all respects. The economy continuously grew, from 2.56% in 2021 to 8.02% the following year and 5% in 2023.

In his view, this is because the Vietnamese Government sees the ‘people as the roots’. During the pandemic, this could be seen through the comradely activity of neighbours in helping each other deal with the pandemic and the utilisation of the people’s police and army forces to assist with buying groceries for the population, harvesting crops, distributing free face masks and delivering of temperature checks.

The Government has also punished those who took advantage of the pandemic for economic gain by trying to raise prices on much needed products and those who would willingly spread dangerous disinformation, according to Kyril, saying it is clear that the world has much to learn from Vietnam in controllin
g the pandemic.

He said visiting and living in Vietnam for a period of time has shown to him immense transformation in the cities and rural areas of the country, powering through productivity and bettering people’s lives. New roads, new motorways, new transport systems, and the development and utilisation of green technology on a much wider scale are the norm in Vietnam, with the development of green public bus networks, increasing use of public transportation, development of sustainable agriculture and utilisation of ‘walking streets’ whereby large areas of cities traditionally affected by congestion are closed off and used as public spaces so that the public can experience peaceful walks in such historically rich and architecturally beautiful areas as Hoan Kiem Lake in Hanoi or Nguyen Hue Street in Ho Chi Minh City.

This reflects what Party General Secretary Nguyen Phu Trong has recently emphasised, namely building on rapid but sustainable development. That is, to continue to develop and expand the econom
y whilst developing the ‘green and circular economy in association with intensifying resource management and environmental protection.’

The researcher said in 2023, Vietnam’s foreign relations increased significantly, remarkably with the visits to Vietnam of General Secretary of the Communist Party of China Xi Jinping and US President Joe Biden, saying Vietnam has strengthened its friendship with traditional friends and continuously developed trade and international relations, expanding and deepening its relations with 193 countries.

Besides this, Vietnam has taken an active role in international organisation such as ASEAN, the Non-aligned Movement, the UN and the Mekong River Commission, he said, stressing that through these forums, Vietnam has utilised its foreign policy of ‘bamboo diplomacy’ to expand relationships and create new partners whilst maintaining its independence, security and freedom and promoting peace. Vietnam has been an active member of discussions to developing a Code of Conduct in the E
ast Sea and has consistently advocated for the independence and freedom of people’s worldwide.

Speaking about Vietnam’s fight against corruption under the leadership of the CPV, he said the country has tackled corruption at every turn with Party members disciplined, ejected from the Party and from their positions and facing real consequences for their actions.

The corruption campaign has been carried out very well in Vietnam and is an example and an inspiration to countries, parties and peoples all over the globe, he affirmed./.

Vietnamese, Chinese coast guard forces hold joint patrol


Hanoi: The Vietnamese and Chinese coast guard forces conducted a joint patrol in the border maritime area between Mong Cai City, the northern province of Quang Ninh and Dongxing city, Guangxi province of China on February 5.

The patrol aimed to fortify coordination in the fight against crime and law violations, particularly during the upcoming Lunar New Year (Tet) festival.

This maritime area, marked by bustling export-import activities and the exchange of goods between Vietnam and China, has been a hotspot for illicit practices such as smuggling, trade fraud, illegal border crossings and entry via sea routes.

Starting this year in 2024, joint patrols will be held by the two countries every quarter to regularly maintain security and law enforcement for the people of both nations, contributing to preserving and developing the traditional friendly neighbourliness between the two countries and between their coast guard forces in particular.

On the occasion, the Vietnamese coast guard delivered Tet gifts from
the Vietnam Coast Guard Command, including 100 chung cakes (square sticky rice cake) and 200 pomelos, to officials and staff of the China Coast Guard./.

President ratifies Vietnam-Italy agreement on mutual legal assistance in criminal matters


Hanoi: President Vo Van Thuong has signed Decision No. 99/2024/QD-CTN approving the agreement on mutual legal assistance in criminal matters between Vietnam and Italy.

The ratification is an objective requirement in the new situation, creating a direct and full legal basis for the two nations’ law enforcement agencies to cooperate in mutual legal assistance in criminal matters, and better protecting the legitimate rights and interests of each country’s citizens, thus contributing to promoting the collaboration between the two countries’ judicial agencies in particular, and between Vietnam and Italy in general.

It also aligns with Vietnam’s foreign policy of active and proactive integration into the world in a comprehensive manner in its capacity as a responsible member of the international community. It is a testament to Vietnam’s delivery on international commitments in the field of criminal justice and its efforts to prevent and combat crimes./.
