Khairy: Malaysia is facing small COVID-19 wave due to XBB variant

PUTRAJAYA, Oct 31 (Bernama) — Malaysia is currently experiencing a small wave of COVID-19 cases following the discovery of the Omicron XBB sub-variant in the country, said Health Minister, Khairy Jamaluddin.

He said that based on daily data, the number of new COVID-19 cases has increased by 16.5 per cent, from 14,525 cases in Epidemiological Week (EW) 42 to 16,917 cases in EW 43 (Oct 23 to 29).

Khairy said the number of admissions of COVID-19 patients to health facilities (public hospitals) per 100,00 population also showed an increase of 14.3 per cent in EW 43 compared with EW 42.

“We suspect that the XBB sub-variant is behind this upward trend which is also the cause of the wave in Singapore which has taken three to four weeks to decrease.

“Perhaps, we are also facing an XBB variant infection with four cases detected as of Oct 27,” he said at a press conference here today.

On four cases of the XBB sub-variant, Khairy said that they involved three men and one woman, aged 25 to 51, from Selangor and Negeri Sembilan.

He said all four cases were detected positive for COVID-19 through genome sequencing surveillance, with all of them in category two where they experienced mild symptoms of fever, cough, sore throat and flu.

He added that out of the four cases, only one case was reinfection, and all of them had been isolated for seven days, while all close contacts had also been identified.

Thus, Khairy reminded the public to always be vigilant and extra careful, especially with the situation where the country will enter the campaign period of the 15th General Election (GE15), with many events will be attended by the local community.

“Given the increase in cases of COVID-19, the Ministry of Health (MOH) made a decision to remind the public that we are still in the transition phase to endemic, and that waves of infection will come and go.

“Unfortunately, the timing of the current increase in cases coincides with GE15, which is why the MOH is advising the public, especially the use of face masks. It is not mandatory, but now it is highly recommended, especially in crowded closed areas and for high-risk individuals,” he said.

In addition, Khairy also encouraged front-line staff, including Election Commission (EC) employees who will be on duty during GE15, to take the second booster dose of the COVID-19 vaccine.

In the meantime, Khairy said that Malaysia has ordered a new type of vaccine, Bivalent from Pfizer, which will arrive in November.

“There is no additional procurement, this is existing procurement; we have changed our order from the old vaccine to the new vaccine, which will arrive in November,” he said.

Meanwhile, in a separate event, Khairy presented Malaysia’s contribution, in the form of medical aid worth RM288,610, to Sri Lanka, represented by Sri Lankan High Commissioner to Malaysia, Air Chief Marshal Sumangala Dias.

MOSTI to build modern fishing boasts to raise fishermen’s income

KUALA TERENGGANU, Oct 31 (Bernama) — The Ministry of Science, Technology and Innovation (MOSTI) will build modern boats for use by class A and B fishermen towards improving their economy and living standard.

Its deputy minister, Datuk Ahmad Amzad Hashim said the ministry had given a grant of RM3.5 million to Universiti Malaysia Terengganu (UMT) to build prototype modern fishing boats which were expected to be ready in a year.

“Currently, we are still using the old types of boats involving class A and B, made of cengal wood. We know that the price of wood, especially cengal, is high and the supply is depleting.

“Building modern fishing boats is faster and cheaper and by using modern technology, these boats are lighter and do not require a big engine and if there is any repairs to be done, it will be fast,” he said at a news conference, here, today.

He added that these modern boats would be equipped with fishing technology and be combined with satellite technology to detect areas with a high fish population, based on colour sensing from the satellite images.

Ahmad Amzad said that with completion of the prototype fishing boats, MOSTI would be consulting the Malaysia Fisheries Department for the fishermen to test the boats.

“If such boats are suitable for use, MOSTI will be cooperating with the Agriculture and Food Industries Ministry for a boat ownership scheme be drawn up through the provision of an incentive for class A and B fishermen who wish to change their fishing method to a modern one,” he added.

Kedah gov’t recouped losses from Bukit Enggang REE illegal mining – MB

ALOR SETAR, Oct 31 (Bernama) — The Kedah government has recouped losses caused by illegal mining of rare earth elements (REE) in Sik through the issuance of compounds to a Chinese national found responsible for the activity.

Menteri Besar Datuk Seri Muhammad Sanusi Md Nor said the man, on Oct 11, paid a compound of RM500,000 for illegal REE mining and another RM130,000 for trespassing the Bukit Enggang forest reserve in Sik.

“This is following recommendations to the Deputy Public Prosecutor by the Kedah Forestry Department for action to be taken,” he said during the question and answer session at the State Legislative Assembly sitting here today.

Muhammad Sanusi was replying to Johari Abdul (PKR-Gurun) who asked for developments on the illegal REE mining issue in Bukit Enggang.

He said the state government was advised that the case should be compounded rather than taken to court as the maximum compound would go into state government coffers.

“Otherwise, if it was taken to court, then the fine would go to the Federal Government,” he said.

He said the seized rare earth elements were estimated to be worth RM391,360.91, according to market value on Sept 30 last with an estimate of RM35,257.74 per metric tonne.

The material had been seized and would be disposed of after obtaining the approval of the state authorities, he added.

Muhammad Sanusi said the Chinese national and a lorry driver transporting the REE load were arrested and remanded on Sept 26.

He said the Inductively Coupled Plasma Mass Spectrometry (ICPMS) laboratory test conducted by the Kedah Department of Minerals and Geosciences found that the seized sludge cake (REE Carbonate) contained rare earth elements.

“The Forestry Department has taken action by stopping illegal REE mining activities in Compartment 12 of the Bukit Enggang Forest Reserve and by destroying the equipment used for REE mining,” he said.

Meanwhile, he also denied any involvement by the Kedah Menteri Besar Corporation (MBI) in any REE exploration and mining activities in the Bukit Enggang Forest Reserve.

Muhammad Sanusi said this is because exploration and mining in the area have not yet started as the Ministry of Natural Resources (KeTSA) has not yet issued a complete set of standard operating procedures (SOP) related to the activity.

“MBI and Prospek Suria (company) are in a 15:85 joint venture with the company given one (mining) lot. Yes, there is permission to explore but the joint venture has yet to take effect and there is no (mining) activity as we are still waiting for the SOP.

“The one who stole (REE) is a Chinese national and the one who paid the compound is not Sobri Osman, who heads MBI,” he said when replying to a supplementary question by Datuk Dr Ismail Salleh (AMANAH-Pengkalan Kundor).
