LaPresse: Paola Severino says “It is possible to prosecute alleged war crimes in Ukraine if proven”

NEW YORK, Oct. 28, 2022 (GLOBE NEWSWIRE) — LaPresse interviews Professor Paola Severino, former Italian minister of Justice (2011-2013). Severino said Thursday in New York that prosecuting alleged war crimes and crimes against humanity committed by Russian troops in Ukraine is possible if evidence is carefully collected, underlining that it is always important to acquire possible witnesses for testimony in such cases.

Speaking to Italian news agency LaPresse on the margins of her lecture to New York University students, Severino, who served under Mario Monti Government, stated that since the prosecutor of the International Criminal Court (ICC) was requested to gather proofs for these alleged crimes is ‘very important’, seeing in this a signal of the existence of some elements to be collected about war crimes.

According to the prominent Italian attorney, it is also a signal that there is a will to prosecute these crimes not only by the Ukrainian people but also by the international community. Ukraine authorities will be able to conduct these investigations and to start with criminal proceedings, she added.

It is true that Ukraine has not ratified the Rome Statute of the International Criminal Court, but it asked to be protected by this kind of jurisdiction, she said, noting that the possibility for the ICC to prosecute these crimes cannot be ruled out.

Recalling the case of Erich Priebke, the former nazi officer sentenced to life in Italy in the 1990’s for war crimes committed during WWII, which has proven once again that war crimes and crimes against humanity do not expire, Severino underscored that the memory of war crimes is always present even in the minds of young people.

She said that Priebke’s case occurred 50 years after the tragedy happened and interrogating witnesses made it seem as if it happened yesterday, adding that the memory stays alive when you commit war crimes. ‘I think it would be the same in the Ukraine war’.

Additional 50,000 devices to reach more students – Annuar

KOTA BHARU, Oct 28 (Bernama) — An additional 50,000 units of devices under the Keluarga Malaysia Student Device Programme have been ordered to give appealing students the opportunity to obtain them, said Communications and Multimedia Minister Tan Sri Annuar Musa.

He said the move was intended to open up the widest possible appeal opportunities to eligible students, who were rejected while ensuring the supply of devices was not interrupted.

“We have enough devices, three days ago I instructed the KSU (secretary-general) of the ministry to increase the order from the existing tender through a VO (variation order) for an additional 50,000 units at a cost of approximately RM65 million so that the supply is not cut off taking into account these appeal cases ,” he said.

He said this at a press conference after attending the Higher Education Ministry (KPT) Prihatin Programme and the Keluarga Malaysia Student Device presentation ceremony at Universiti Malaysia Kelantan (UMK) Kota Campus in Pengkalan Chepa, here today.

Also present was the Minister of Higher Education Datuk Seri Dr Noraini Ahmad.

Commenting on the student device appeal case, Annuar advised applicants to meet with their student association or study centre to submit an appeal by providing evidence or reasons for the appeal to be considered.

“We are open to as many appeals as long as they are eligible or there are certain cases that we can give consideration to, we will give them, the concept is that we want to give them to as many eligible students as possible,” he said.

Flood: Standard format for compensation needed – Uggah

KUCHING, Oct 28 (Bernama) — There should be a standard format for compensation claims by flood victims nationwide, said Sarawak Deputy Premier Datuk Amar Douglas Uggah Embas.

He said whatever decision is made by the federal Cabinet regarding the matter should also be applicable in Sarawak.

“We need to know what victims can claim for compensation. Can they claim for their vehicles, electrical items, livestock and crops destroyed by floods like those in the Peninsula?

“The matter was brought up at the recent Parliament sitting, asking why Sarawak was excluded from the compensation payment. A deputy minister replied that there has been no such application from the state,” he said in a statement today.

Uggah, who is the Sarawak State Disaster Management Committee (SDMC) chairman, also asked the federal government to explain whether those who declined to stay at evacuation centres were eligible to receive the ‘wang ihsan banjir’ (flood compassionate aid).

Meanwhile, Uggah also requested the National Disaster Management Agency (NADMA) to supply the state with an effective communication system to reach settlements and longhouses deep in the interiors as the SDMC secretariat could currently only reach them via amateur radio.

Family of three killed in highway crash

ALOR GAJAH, Oct 28 (Bernama) — A couple and their infant son were killed when the car they were travelling in crashed into a stationary lorry at KM216 on the north-bound side of the North-South Highway here today.

Alor Gajah district police chief Supt Arshad Abu identified the dead as Muhammad Nazirul Syafiq Azmi, his wife Zubaidah Abd Rajak, both 28, and their only child, one-year-old Muhammad Rizqi, and the lorry driver as Mohamad Asri Abdul Razak, 43.

“Preliminary investigations at the scene show that Mohamad Asri had parked the lorry on the right-most lane and was placing cones before doing repair works on the divider when the car (Honda Jazz) driven by Muhammad Nazirul Syafiq crashed into the back of the lorry.

“The three victims died on the spot of serious head injuries while the lorry driver has been arrested to help in investigation under Section 41(1) of the Road Transport Act 1987,” he said.

Sprint Highway road closure, traffic diversions from Saturday (Oct 29)

KUALA LUMPUR, Oct 28 (Bernama) — Motorists using the SPRINT Highway are advised to use alternative routes in several areas from tomorrow until early next March due to the closure of roads for the construction of a multi-level flyover by the Kuala Lumpur City Hall (DBKL).

SPRINT Highway Communications Department head Shah Rizal Mohamed Fawzi said the situation involves road users from Petaling Jaya using the right lane to Jalan Maarof towards Bangsar at the Maarof intersection.

Also involved are motorists from Petaling Jaya heading towards Kuala Lumpur via Pusat Bandar Damansara, which involves Jalan Johar, Jalan Beringin and Jalan Semantan.

“The right lane for vehicles from Petaling Jaya to Jalan Maarof towards Bangsar at the Maarof intersection will be closed and vehicles will need to take a detour to the left via Jalan Johar-Jalan Beringin-Jalan Damanlela-Jalan Damansuria-SPRINT headed to Petaling Jaya and then to the right to the new flyover in front of the Pavilion project.

“This traffic diversion is expected to ease traffic congestion during peak hours for vehicles from Petaling Jaya or the New Klang Valley Expressway (NKVE) to Kuala Lumpur from the Maarof intersection to the Semantan intersection,” he said in a statement today.

He advised highway users to use four alternatives routes to ease congestion in the area due to the road closure.

The four alternative routes are the Damansara Link-Damansara Puchong Highway (LDP)-Penchala Link-Jalan Duta-Jalan Tuanku Abdul Halim-Jalan Kuching; Damansara Link-Kerinchi Link-Jalan Duta-Jalan Tuanku Abdul Halim-Jalan Kuching; Damansara Link-Kerinchi Link-Federal Highway Route 2 (FHR2)-Jalan Syed Putra-Jalan Kinabalu; and Damansara Link-Jalan Dato Abu Bakar-Jalan Universiti-FHR2-Jalan Syed Putra-Jalan Kinabalu.

Motorists are also asked to cooperate and follow the instructions of the traffic diversion signs and use the suggested alternative routes.
