Comedy club guidelines should be introduced – Penang Mufti

GEORGE TOWN, July 14 (Bernama) — Certain guidelines need to be enforced by the authorities to ensure comedy club owners and the patrons do not cross the moral and religious boundaries, said Penang Mufti Datuk Seri Wan Salim Wan Mohd Noor.

He said at the same time, the Islamic religious authorities such as the Malaysian Islamic Development Department (Jakim) should advise the Muslim community to always preserve the purity of the religion and not make a joke out of it.

“As the religion of human nature, Islam does not prohibit entertainment including humour as long as it does not go overboard.

“There are times where we need to be serious and there are times where we need to relax,” he said when contacted today.

He was commenting on a viral video showing a woman making a mockery of Islam while performing at a comedy club in Taman Tun Dr Ismail, Kuala Lumpur, recently.

Following the incident, police arrested the woman who has been charged in the Sessions Court in Kuala Lumpur with causing disharmony on grounds of religion among the Muslims.

Penang water crisis: Affected consumers should be given rebates – MCA rep

GEORGE TOWN, July 14 (Bernama) — The Penang government has been asked to provide rebates to all affected parties, including the manufacturing sector, that have suffered losses due to the water supply disruption in the state last week.

The proposal was put forward by the MCA as the water supply disruption involved 80 per cent or 528,000 of the 660,000 account holders statewide and took up to six days to be fully restored.

MCA Youth national deputy organising secretary, Tan Yang Pang, said that the water supply disruption not only caused water shortages but also affected many who suffered losses due to their businesses not being able to operate as usual.

“Last Wednesday’s incident affected many parties and they had to face a difficult situation when the water supply was cut off without prior notice.

“That is why MCA is proposing that those affected be given a rebate after having to go through the difficult situation, and apart from that, we also want the state government to set up a committee between Penang, Kedah and Perak to discuss raw water resources,” he told a press conference here, today.

On Wednesday (July 6), the operation of the Sungai Dua water treatment plant had to be stopped for four hours due to the high turbidity reading following the flooding and the water surge phenomenon in Baling, Kedah.

Meanwhile, Tan said that MCA also urged Pakatan Harapan (PH) backbenchers of the Penang state assembly to reveal the names of those who needed to be called by the state’s Public Accounts Committee to conduct an investigation into the recent water crisis.

On July 12, the Penang state assembly PH backbenchers, in a statement, called for an investigation into the water supply crisis, involving 80 per cent of account holders statewide, and for the state’s PAC to investigate Perbadanan Bekalan Air Pulau Pinang (PBAPP)’s readiness in dealing with such a crisis to prevent it from recurring.

11 more building materials added into VOP to help contractors face price hikes – PM

BERA, July 14 (Bernama) — The government has added 11 more building materials in the implementation of the Variation of Prices (VOP) clause to help face the rising prices of building materials, Datuk Seri Ismail Sabri Yaakob said today.

This will also ensure projects are completed on time, the prime minister said, adding that there were now 15 items in the VOP, including cement, bricks, glass and ceiling and roof materials.

“The government is aware of the unavoidable hike in building material prices following global economic uncertainties and the Russia-Ukraine geopolitical conflict. I was made to understand that building materials, including steel, which is among the main items in the implementation of projects, have gone up by 180 per cent.

“However, the government always listens and understands these issues and have reinstated the VOP to ensure projects are completed on time,” he said when opening the Pahang Malay Contractors Association’s 38th annual general meeting here today.

Also present were Pahang Public Works, Transport and Health Committee chairman Datuk Seri Norolazali Sulaiman, Malaysian Malay Contractors Association (PKMM) president Datuk Seri Mohamed Fadzill Hassan and Pahang PKMM president Abd Gapar Lambak.

In addition, Ismail Sabri said the government had also agreed in principle to increase the price of Hardcore Poor Housing Programme (PPRT) homes to help small-scale contractors earn profits.

He said this was due to complaints received from contractors that it was difficult for them to continue construction projects after the hike in building materials has not made them any profits, some to the extent of wanting to hand over back the projects.

In his speech, the prime minister said the government was always committed to reviving affected economic sectors through the implementation of development projects and micro-credit financing facilities in the construction sector.

The government, through Budget 2022, had announced many benefits for the construction industry such as continuing the construction of low-income group housing projects worth RM1.5 billion and the construction of 519 kilometers (km) of rural roads with an allocation of RM1.5 billion, he added.

Ismail Sabri said the government also continued the implementation of national infrastructure development projects worth RM3.5 billion such as the construction of the Pan Borneo Highway and Central Spine Road as well as an allocation of RM2.9 billion to continue small and medium-sized projects for Grade G1 to G4 contractors.

At the event, the prime minister approved an allocation of RM100,000 to Pahang PKMM for administrative expenses, taking into account the association’s success in looking after the welfare of its 1,800 members as well as actively helping flood victims in the state.

Informal, micro entrepreneurs hit by Baling floods to get BBKM grant worth RM696,000

BALING, July 14 (Bernama) — A total of 232 informal and micro-entrepreneurs, who were affected by the flood and water surge incident in Baling on July 4, will receive the Keluarga Malaysia Flood Aid (BBKM) grants totalling RM696,000 from the Ministry of Entrepreneur Development and Cooperatives.

Its Minister, Tan Sri Noh Omar said the RM3,000 one-off aid to each entrepreneur was aimed at easing their burden following the disaster.

“So far, a total of 232 entrepreneurs, comprising those under the National Entrepreneur Group Economic Fund (TEKUN) and Amanah Ikhtiar Malaysia (AIM) as well as those supported by the Parliamentary Entrepreneurship and Cooperatives Development Council (MPUKP), have been identified.

“All those affected are eligible to receive aid under this grant,” he said at a media conference after attending the ceremony to present the BBKM to flood victims at Dewan Kenangan Tun Abdul Razak, near here, today.

At the same event, he also presented the RM25,000 SME Bank zakat fund for the assistance of 50 flood victims here, as well as contributions from Bank Rakyat and Rakyat Holdings totalling RM110,000 for mosques, surau, schools as well as 60 Bank Rakyat customers.

Also present were Baling Member of Parliament Datuk Seri Abdul Azeez Abdul Rahim, who is also the Baling MPUKP chairman, and TEKUN chief executive officer Datuk Adam Abd Ghani.

Meanwhile, Noh said TEKUN also carried out several other initiatives to assist existing TEKUN entrepreneurs affected by the floods in the district.

“For TEKUN borrowers, they can enjoy a six-month moratorium in repaying their loans, make a 50 per cent savings withdrawal, apply for business rehabilitation financing with up to three months’ moratorium as well as reschedule existing financing.

“It is hoped that the RM3,000 contribution given today will be of help to them to revive their businesses. If they need a bigger amount, they can apply for an interest-free loan under the Informal and Micro Financing Scheme (SPIM) for a maximum of RM10,000, with a 12-month moratorium period,” he said.

Gov’t improves Special Housing Allowance payment

PUTRAJAYA, July 14 (Bernama) — The government has improved the payment of Special Housing Allowance by abolishing the condition of ‘not renting out one’s own house’ stipulated for public service officers residing in the department and post special quarters, effective July 1.

Through the abolition, the special housing allowance is eligible to be paid to public service officers provided that these officers occupy the department or post special quarters allocated to them.

A circular, dated July 8, 2022, and signed by the Public Service Department director-general, Datuk Seri Mohd Shafiq Abdullah, stated that the rule in paragraph 4 of the Service Circular (PP) 11/2002 for the condition of not renting out one’s own house has been repealed, following the enforcement.

Paragraph 4 of PP 11/2002 mentions that the Special Housing Allowance is paid on the condition that the officer occupying the house allocated to him does not rent out his own house.

Special Housing Allowance payment is a rebranding of Special Housing payment through Service Circular No. 10 of 2019 following the rationalisation of allowances in the public service.

It also said that the decision to improve the existing conditions is in line with the government’s intention to pay attention to the welfare and well-being of public service officers.

“This move is also part of efforts to enable the public, including public service officers, to own their own houses,” read the circular.

Subject to its acceptance by the respective authorities, this directive, as a whole, is extended to all state civil services, statutory bodies and local authorities.

OSQC created to strengthen biosecurity controls

SEPANG, July 14 (Bernama) — One-Stop Quarantine Centres (OSQC) will be created at locations dealing with the import and export of agricultural and agrofood produce to strengthen national biosecurity controls and food security.

Agriculture and Food Industry Minister Datuk Seri Dr Ronald Kiandee said for a start, a OSQC has been proposed to be set up at Port Klang as it is the biggest entry point to the country.

He added that the OSQC will prepare integrated quarantine and agrofood security facilities including inspection, quarantine treatment, testing, research, monitoring and disposal of agriculture and agrofood products.

“For now, the Malaysian Quarantine and Inspection Service (MAQIS) conducts random checks on the entry of imported food products. With the OSQC, inspections will be more detailed and faster,” he said at a media conference after checking on the import and export operations of agriculture and livestock products at the Kuala Lumpur International Airport (KLIA) cargo complex here today.

He said his ministry, through MAQIS, remained vigilant where the import and export of agricultural products were concerned to ensure the country’s biosecurity and that Malaysians can enjoy safe, clean, halal products that were free of pests, and to protect the country’s agriculture industry.

The Veterinary Services Department, he added, had conducted the certification of new abattoirs at exporting countries to ensure the sources of beef, buffalo meat and chicken could be varied.

According to him, the number of facilities certified rose to 227 compared to 216 in 26 countries previously, an increase of 11 locations in Thailand, India and Pakistan.

“The additional 11 locations will help ensure the total supply is secure and to stablise the market price for imported meat from India,” Ronald said.

“My ministry will continue efforts to increase the number of foreign abattoirs that are qualified and meet standards to ensure there is no monopoly or market manipulation. This will encourage healthy competition that can offer cheaper prices and ensure the continuity of supply,” he added.

Sarawak Maal Hijrah 1444 Festival: Platform to promote digital economy – LAKMNS

KUCHING, July 14 (Bernama) — The Maal Hijrah 1444/2022 Festival which will be held from July 29 to 31 by the Sarawak State Mosque Welfare Trust Board (LAKMNS) will serve as a platform to promote the digital economy.

LAKMNS chief executive officer Datuk Abang Abdul Wahap Abang Julai said the board would work with Sarawak’s e-wallet service provider, SPay Global to ensure the successful implementation of the event which was expected to attract more than 1,000 visitors.

“We want to attract people from all walks of life to attend the festival which will be held for the first time at the Jamek mosque, Petrajaya. Various activities have been lined up as we want to make mosques not just a place of worship but also a venue for recreational activities.

“The organising of the festival, with the ‘infotainment’ concept is part of the LAKMNS’ initiatives to enliven the Hijrah new year celebration,” he told a press conference at Baitul Makmur II here today.

Based on the Hijrah calendar, Muslims will celebrate the new Hijrah year on July 30.

Abang Abdul Wahap said among the activities lined up were ‘Malam Cinta Rasul’, a career and education fair, a cycling event as well as archery, e-sports and azan recitation (for children) competitions.

According to him, the event would also feature 76 sales and exhibition booths, including by government agencies.

“Through the event, we will promote the use of digital payments as an initiative to support the government’s digital economy agenda,” he said.
