Kelantan govt to expedite Sungai Golok PLSB flood mitigation project

PASIR MAS, Dec 29 — The Sungai Golok Integrated River Basin Development Project (PLSB) in Rantau Panjang which is expected to be completed in the third quarter of 2024 would be able to prevent the problem of stagnant floodwater and big floods in the area in future.

Kelantan Menteri Besar Datuk Ahmad Yakob said even though the project is taking some time to complete as it involved several construction phases, the state government will attempt to expedite the implementation of the flood mitigation project.

“We cannot carry out the mitigation simultaneously and currently we hope to expedite any possible areas to prevent any major flood during the construction of the project.

“Kelantan Department of Irrigation and Drainage (DID) which is responsible for the implementation of the project has taken measures including various approaches to overcome flood,” he said.

He was speaking to reporters after a presentation of Bantuan Wang Ihsan (BWI) to 152 heads of households (KIR) at Dewan Utama Apam Putra here today.

In this regard, Ahmad refuted allegations on Facebook of the existence of illegal logging activities in the Permanent Forest Reserve (HSK) in Sungai Durian in Kuala Krai.

“The loggings are licensed, it is just that what was seen (in the viral video) were transfer activities which have been approved,” he said.

Meanwhile, at a separate function, Kelantan Deputy Menteri Besar Datuk Mohd Amar Nik Abdullah said all forward bases in the state were already on a standby mode to face the second wave of flood expected to occur tomorrow and Friday (Dec 30 &31).

“Each year, the state government made preparations for floods such as setting special committees, providing food supply and identifying foward bases for the supply of flood victims.

“For the second wave of flood, we are prepared more so after seeing what happened in Selangor. Nonetheless, with the experience of the 2014 major flood and cooperation of various agencies, we will try to do our best if there is a major flood,” he told reporters after the State Government Executive Meeting in Kota Darul Naim, in Kota Bharu.

Paper on disaster management improvement to be tabled in Cabinet – Abd Latiff

PUTRAJAYA, Dec 29 — A proposal paper on flood response and disaster management improvements will be tabled at the first 2022 Cabinet meeting on Jan 12.

Minister in the Prime Minister’s Department (Special Duties) Datuk Dr Abd Latiff Ahmad said a discussion with seven academicians from local universities was held virtually this morning, whereby the experts in the field of risk management and new hazards shared their views on the flood management.

The lecturers also presented their studies on bad weather situations that may cause unpredictable weather disasters.

“The academicians are also of the view that such weather (uncertain) will cause disasters in unexpected areas,” he said in a press conference here today.

Following Prime Minister Datuk Seri Ismail Sabri Yaakob’s announcement that the government has agreed to set up a special task force for post-flood activities and in preparation for the second wave of floods, Abd Latif said the relevant authorities will increase their preparedness level for any operations involving natural disasters.

He said currently, some 40,813 personnel from various responding agencies were involved in flood operations nationwide, involving 3,419 combined assets, respectively.

Commenting on the yellow alert of continuous rain issued by the Meteorological Department (MetMalaysia) yesterday, Abd Latiff advised residents in Sabah, Kelantan, Terengganu, Pahang, and Johor to always follow the weather developments issued by MetMalaysia only.

“There are various information available on social media about weather forecasts and disaster warnings, but it can cause panic among the people. So refer to MetMalaysia to get an accurate report,” he stressed.

Yesterday, MetMalaysia issued a yellow alert for continuous rain forecast for the states following the current monsoon surge, which is expected to continue until January 3 next year.

Keluarga Malaysia Flood Aid to be implemented in comprehensive, effective manner – PM

KUALA LUMPUR, Dec 29 — The government will ensure the distribution of all aid and assistance meant for flood victims to be implemented in a comprehensive and effective manner under the Keluarga Malaysia Flood Aid initiative with a total allocation of RM1.4 billion.

Prime Minister Datuk Seri Ismail Sabri Yaakob under the initiative, the government has also made several improvements in relation to the compassionate aid (BWI) which includes RM1,000 for every head of household (KIR) affected by floods even if they were not evacuated to relief centres.

“Also provided is RM10,000 to next-of-kin of flood victims who perished in floods. Now, the victims can also apply for the BWI every time a disaster strikes and not just once during the Northeast monsoon as before.

“Realising that the flood victims are in dire need of cash, the state governments have begun making BWI payments from Dec 27 and the distribution of the aid is expected to complete by end of this week,” he said in a statement today.

However, he said the distribution of BWI in Selangor and Pahang might take a while as it involved a large number of victims.

“For this, I have instructed the relevant quarters to cut the red tape and ease the BWI payments to the victims without having to fill in numerous forms as practised before,” he said.

So far, Ismail Sabri said over 30,000 KIR were registered to receive the BWI.

He said the National Disaster Management Agency (NADMA) has channelled an initial allocation of RM34 million to 11 states so far, and 25 next-of-kin of victims who perished in floods had received the BWI of RM10,000 each.

He said the government had also allocated RM100 million for post-flood operations, and an additional RM50 million for Selangor and Pahang which were to be used for the repair and cleaning of affected houses and public facilities and infrastructures.

The prime minister said the Ministry of Housing and Local Government (KPKT) together with the National Solid Waste Management Department (JPSPN), Solid Waste Management and Public Cleansing Corporation (SWCorp) and appointed contractors were in the midst of cleaning the flood-affected areas.

In order to expedite the work of collecting and sending flood waste to landfills, he said the KPKT had also increased manpower by appointing more contractors to go to the affected areas, including those that were previously inaccessible.

“The government has allocated an additional RM10 million for that purpose including to clean the roads, public facilities and victims’ houses,” he said.

As of yesterday, Ismail Sabri said 3,000 tonnes of flood-related waste had been cleared in five affected states namely Selangor, Pahang, Kuala Lumpur, Negeri Sembilan and Melaka involving more than 1,700 workers under the supervision of the KPKT.

Meanwhile, to provide more cash access to victims in need, Bank Simpanan Nasional (BSN), is offering interest-free financing of up to RM10,000 with a repayment period of up to 3.5 years, including a six-month repayment moratorium.

In addition, Bank Negara Malaysia with an allocation amounting to RM500 million provides Disaster Relief Facility (DRF) through commercial banks of up to RM500,000 to small and medium enterprises (SMEs) and up to RM75,000 to micro-entrepreneurs, with a financing period of up to five years including a moratorium on repayment of up to six months with a financing rate of up to 3.5 per cent per annum, he said.

“Applications for BSN loans and DRF funds opened on Dec 27. As of Dec 28, BSN received an application value of RM25 million and has already approved loans amounting to RM10 million,” he said.

In addition to financial aid, Ismail Sabri said the government would provide assistance to flood victims to repair their houses and personal vehicles besides basic necessities.

Meanwhile, Ismail Sabri said the Government-Linked Companies and Government-Linked Investment Companies (GDRN) Disaster Response Network, which aimed to mobilise efforts to provide aid to flood victims, had assisted 15,000 families since Dec 19.

He said Tenaga Nasional Berhad (TNB) would provide a 100 per cent rebate for the December electricity bill to affected domestic consumers, adding that the government has also agreed to give vouchers to allow victims to replace damaged electrical equipment.

“Each eligible KIR can apply for and obtain a voucher worth RM500 when making a purchase either physically at a registered store and supermarket or on e-commerce platforms recognised by the Ministry of Energy and Natural Resources,” he said.

Ismail Sabri said to cushion the losses suffered by motorists with water-damaged private vehicles, several initiatives were also implemented including by Perodua that is offering free towing services to its service centres, free repairs and related services as well as a 50 per cent discount on spare parts.

In addition, he said, Proton has agreed to give a 50 per cent discount on spare parts for most car models as well as offer free towing and car wash services at registered service centres.

The prime minister said almost all other car manufacturers agreed to provide free towing services and a discount of 25 per cent or more on spare parts and repair service at registered service centres, adding that several companies also offered payment in instalments up to one year.

He said other initiatives include a RM1,000 voucher for repair or purchase to replace private vehicles that have suffered total damage.

Ismail Sabri said the government has always taken a holistic approach through various initiatives and measures to ensure the Keluarga Malaysia welfare is always protected and hoped that all the initiatives could help ease the burden of those affected by the floods.

“Together we work and pray that the impact of this flood disaster can be tackled immediately so that we can focus our efforts on the economic recovery and growth next year,” he said.

The prime minister also extended his sympathies and condolences to the families of victims who died in the floods.

“To the Muslims, let us recite Al-Fatihah and pray that their souls are placed among the righteous. For the non-Muslims, let’s take a moment to reflect on this tragedy,” he said.

Forecast of flood in Pahang, Johor from Jan 1, Kelantan and Terengganu from Dec 31

KUALA LUMPUR, Dec 29 –The National Flood Forecasting and Warning Centre (PRABN) has issued an early flood forecast from Dec 31 for Kelantan and Terengganu and Jan 1 for Pahang and Johor.

PRABN, which is under the Drainage and Irrigation Department (DID), issued the forecast following an alert warning of continuous rain by the Malaysian Meteorological Department yesterday (Dec 28).

According to the notification that was posted on the website, publicinfobanjir.water.gov.my, the districts in Pahang that will be hit by the floods are Maran, Temerloh, Jerantut and the surrounding areas, Kuantan (Sungai Lembing) and Rompin, while in Johor, in will be Mersing and the surrounding areas.

In Kelantan, the areas likely to be hit by floods are Gua Musang, Kuala Krai, Jeli, Tanah Merah, Machang and the surrounding areas; Tanah Merah (Jenob) and Pasir Mas (Rantau Panjang).

Flood is also predicted in Terengganu, involving areas in Besut, Hulu Terengganu and Dungun.

“All disaster management agencies, as well as residents in the affected areas are advised to be vigilant,” it said.

JKM spends RM35 mln, mobilises over 3,000 staff to assist flood victims

KUALA LUMPUR, Dec 29 — The Social Welfare Department (JKM) has spent RM35 million to provide aid to flood victims in eight affected states.

Deputy Women, Family and Community Development Minister Datuk Siti Zailah Mohd Yusoff said the aid included comforters, mats, blankets, towels, sarong, hygiene kits and other basic necessities.

“More than 31,921 collapsible tents (C-tent) have been used at flood relief centres. JKM also provides cooked food at each relief centre according to the number of victims, including its staff,” she said in a statement here today.

So far, she said a total of 114,280 people from 31,921 families had been accommodated by JKM at 771 flood relief centres nationwide.

Siti Zailah said the agency had also mobilised more than 3,000 JKM officers to ensure the welfare of flood victims at relief centres.

“A total of 135 JKM officers on duty were also affected by the floods,” she said.

Siti Zailah said JKM with the strategic cooperation of Khidmat Malaysia and the National Youth Council had sent more than 10,000 volunteers to the affected states.

The department has also set up and coordinated ‘dapur rakyat’ (people’s kitchen) in each flood-hit location which has benefited more than 16,000 flood victims, she said.

She added that JKM also helped organise the movement of volunteers in post-flood work such as cleaning houses, suraus, mosques and others.

Flood: Drop in number of evacuees in three states

KUALA LUMPUR, Dec 29 — As at noon, more than 9,000 evacuees are still at the relief centres (PPS) in the five flood-hit states with Selangor, Pahang and Negeri Sembilan reporting a drop in the number of flood victims, while in Melaka and Kelantan, no change was reported.

In SABAH, continuous rain since yesterday caused flash floods in several areas in Sipitang this morning.

In SELANGOR, Menteri Besar Datuk Seri Amirudin Shari, through a post on its official Twitter, said 2,218 victims were at 17 PPS in the state at 8 am today, from 2,387 people at 19 PPS last night.

Several road stretches in the state are still affected by the floods, including at FT 31 Dengkil – Banting Bridge; Jalan Kg Kalong Tengah; Ulu Yam Baru and Jalan Genting Peras – Kuala Klawang and Jalan Kuala Kubu Bharu – Bukit Fraser heading to Peretak, as well as Jalan PJU 7, in front of MRT Mutiara Damansara and Jalan BRP 7/2 Bukit Rahman Putra, and the road leading Lapang Sasar, Subang.

In PAHANG, updates on the Welfare Department’s (JKM) Info Bencana application (app) showed that 7,201 flood victims are still at 60 PPS, from 7,730 people at 71 PPS this morning, with Temerloh recording the highest number of flood victims, followed by Pekan, Bentong, Maran, Kuantan and Bera.

According to the State Disaster Management Secretariat, 10 roads are still closed and they included Jalan Kuantan-Segamat in Pekan, Jalan Kuala Lipis-Jerantut (Jerantut), Jalan Bentong-Gua Musang (Lipis), Jalan Sungai Lembing (Kuantan) and Jalan Temerloh-Jerantut (Temerloh).

In NEGERI SEMBILAN, 36 people, involving 12 families, are still at two PPS, from 43 people at (14 families) this morning.

In KELANTAN, the number of flood evacuees remained at 54 people (15 families) at the PPS at Sekolah Kebangsaan (SK) Tok Deh in Pasir Mas.

According to the Drainage and Irrigation Department’s flood portal, the water level in all the major rivers in the state is reported below the danger level.

In MELAKA, the is also no change in the number of evacuees, with 26 people from eight families at the PPS at Sekolah Kebangsaan Penghulu Benteng in Jasin, according to the State Civil Defence Force (APM) director Lt Col (PA) Cuthbert John Martin Quadra.

In SABAH, its Fire and Rescue Department assistant director Sabah Misran Bisara said a family of seven people from Kampung Pantai, Sindumun ini Sipitang, were rescued after they were trapped in the house.

“The department received a call at 5.55 am, follow8ing which a rescue team was sent to the scene. However, the flood water is receding and hopefully the fine weather will continue until evening, when contacted by Bernama.

LEO Pharma declares FDA-approved Adbry™ for atopic dermatitis-afflicted adults

KUALA LUMPUR, Dec 29 — LEO Pharma A/S, a global leader in medical dermatology, announced the U.S. Food and Drug Administration (FDA) has approved Adbry™ (tralokinumab) for the treatment of moderate-to-severe atopic dermatitis in adults 18 years or older whose disease is not adequately controlled with topical prescription therapies or when those therapies are not advisable.

Atopic dermatitis is a chronic, inflammatory, skin disease characterised by intense itch and eczematous lesions. Atopic dermatitis is the result of skin barrier dysfunction and immune dysregulation, leading to chronic inflammation.

According to a statement, Adbry can be used with or without topical corticosteroids. It is the first and only FDA approved biologic that specifically binds to and inhibits the IL-13 cytokine, a key driver of atopic dermatitis signs and symptoms.

Safety data was evaluated from a pool of five randomised, double-blind, placebo-controlled trials, including ECZTRA 1, 2 and ECZTRA 3, a dose-finding trial, and a vaccine response trial.

Adbry will be available in a 150 mg/mL prefilled syringe for subcutaneous injection with an initial dose of 600mg followed by 300mg every other week.

Adbry can be used with or without TCS. A dosage of 300mg every four weeks may be considered for patients below 100kg who achieve clear or almost clear skin after 16 weeks of treatment.
