Part II of Act 829 (COVID-19) extended to Oct 2022

PUTRAJAYA, Dec 30 — Part II (Inability to Perform Contractual Obligations) of the Temporary Measures to Reduce the Impact of Coronavirus Disease 2019 Act (COVID-19) [Act 829], which will end on Dec 31, has been extended from Jan 1 to Oct 22 next year.

Minister in the Prime Minister’s Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar said this is pursuant to subsection 5 (2) of Act 829, where a minister may by order published in the Gazette, extend the effective period of Part II but the extension shall not exceed the effective period of Act 829.

Wan Junaidi in a statement today said the extension was approved by the Cabinet on Dec 22.

“This (extension) is to ensure the effective and progressive coordination of the implementation of Act 829 pursuant to the amendments made recently,” he said.

The amendments to the Temporary Measures to Reduce the Impact of Coronavirus Disease 2019 Act (COVID-19) [Act 829] were tabled by the Deputy Minister in the Prime Minister’s Department (Parliament and Law) Datuk Mas Ermieyati Samsudin and were passed by the House of Representatives on Dec 16 and in the Senate on Dec 22 unanimously.

Wan Junaidi said the amendments of Act 829 were the government’s commitment to mitigate the legal impact due to the implementation of the Movement Control Order (MCO) enforced to curb the spread of COVID-19.

“This act provides temporary relief to parties from performing their contractual obligations for a specified period,” he said.

He said amendment to subsection 9(1) of Part II – Inability to Perform Contractual Obligations will assist mediation service initiatives under Pusat Mediasi COVID-19 (PMC-19), a government agency set up in Nov 2020.

Through the amendment, all types of commercial contracts affected by the implementation of MCO can be referred to PMC-19 as compared to the previous nine categories of the contract stipulated in the Schedule in Section 7.

PMC-19 is in partnership with the Malaysian Bar, Advocates Association of Sarawak and Sabah Law Society to conduct mediation services for individuals and businesses whose contracts are affected by the implementation of the MCO.

The Malaysian Bar and government launched a Mediate First Campaign on Nov 18 (2021) where lawyers pledged to assist clients who were looking for swift solutions to contractual disputes following the implementation of the MCO.

About 50 law firms have stepped up to provide the Mediate First Pledge and the list can be found on the PMC-19 website.

The Temporary Measures to Reduce the Impact of Coronavirus Disease Act 2019 (COVID-19) 2020 was gazetted on Oct 23, 2020 and to be effective for a period of two years from the date of publication in the Government Gazette.

Individuals returning from Umrah start wearing digital detection devices – Health DG

KUALA LUMPUR, Dec 30 — Twenty counters and forty personnel have been assigned at C25 Satellite building of Kuala Lumpur International Airport (KLIA) to assist in the process of installing digital detection devices on individuals who returned from performing umrah.

Health director-general, Tan Sri Dr Noor Hisham Abdullah said the time taken for health screening and wearing of the device ‘edgenta’ would take one hour and 20 minutes.

“At the latest, those who returned from umrah have started wearing the tracker device,” he said in a post on his Facebook page today.

He said currently the digital detection device is for travellers coming back from 18 high-risk countries under house quarantine.

On Saturday, Health Minister Khairy Jamaluddin announced all individuals who are undergoing the compulsory seven-day quarantine, are required to wear the digital tracking device from this week.

Khairy said implementation of the device was made following the detection of 30 out of 49 new COVID-19 infections involving the Omicron variant in Malaysia were import cases from Saudi Arabia detected on Dec 23 and 24.

M’sia maps out its transition to renewable energy

PUTRAJAYA, Dec 30 — The government launched the Malaysia Renewable Energy Roadmap (MyRER) 2022-2035 today to improve the renewable energy (RE) mix in the country’s electricity supply and fulfil its climate action commitment.

Energy and Natural Resources Minister Datuk Seri Takiyuddin Hassan said it is expected to create spillover effects from investments worth RM20 billion by 2025 (short-term) and RM33 billion by 2035 (medium-term).

“It could also create 47,000 renewable energy jobs,” he said at the launching ceremony.

The MyRER was prepared by the Sustainable Energy Development Authority (SEDA) Malaysia and outlines the country’s RE development and transition to a low-carbon energy system.

Takiyuddin said the MyRER projects an increase of 4,466 megawatts (MW) in RE capacity to 12,916MW by 2025 compared to 8,450MW in 2020.

He said it would be bumped up to 17,996MW by 2035.

Takiyuddin added that it could help reduce emissions intensity in the electricity sector by 45 per cent by 2030 and by 60 per cent by 2035.

“This RE target is the ministry’s commitment to helping the country achieve net-zero greenhouse gas emissions (GHG) by 2050 and contribution to the commitment on climate change under the Paris Agreement,” he said.

The MyRER will also guide industry players on the developmental direction of RE in the peninsula, Sabah and Sarawak, and serve as a strategic framework at the same time.

MAF deploys personnel, assets to face second wave of floods

KOTA BHARU, Dec 30 — The Malaysian Armed Forces (MAF) will deploy its personnel and assets to 86 locations nationwide to assist the National Disaster Management Agency (NADMA) and related agencies in preparation to face the second wave of floods.

Senior Defence Minister Datuk Seri Hishammuddin Tun Hussein said this was following reports by the Malaysian Meteorological Department that continuous rain was expected from yesterday until Jan 6 which could cause a second wave of floods in several states.

“In total, the MAF will deploy 115 officers and 2,768 members of various ranks. Apart from that, a total of six seven-tonne trucks, 160 three-tonne trucks, 129 boats and 109 boat engines are prepared to face the second wave of floods,” he told a press conference after visiting the 8th Infantry Brigade headquarters in Pengkalan Chepa here today.

Commenting further, Hishammuddin said the MAF had been implementing six approaches in facing the current floods.

“The six approaches include placing one battalion on standby in each state, deploying designated officers at state and district flood operation centres and placing the MAF medical team on standby to be deployed at relief centres,” he said.

Hishammuddin said the planning would be updated from time-to-time based on the flood situation at the respective state or areas.

“I along with the top leadership in the MAF and the ministry will ensure that the MAF will continue all efforts for the safety of the people during the floods,” he added.

Floods: Orang Asli residents continue staying in tents over fears of second wave

DENGKIL, Dec 30 — Concerned with the possibility of a second wave of floods, residents of Kampung Orang Asli Bukit Tampoi Seberang, here, decided to continue staying in tents set up in a hilly area, not far from their homes.

About 20 Orang Asli families in the village, which was hit by floods on Dec 18 are still living in 21 tents as their temporary accommodation even though the water has completely receded.

Senja Jampo, 44, said although the village is entering the post-flood phase, the residents are still worried if the floods recur.

“The villagers are aware of the possibility of a second wave of floods. Therefore, all of us decided to continue staying in the tents…some are still traumatised and shocked over the recent floods

“Some of the tents were bought by the residents, while some were donated by non-governmental organisations (NGOs) that came to provide assistance to us,” he told Bernama.

Senja described the flood disaster as the worst since 1971 when all houses in the village were inundated by water.

Samsir Bindut, 36, said for the moment, the residents would go to their homes during the day to do the clean-up work and return to stay at the tents at night.

“This is a precautionary measure because the village is considered a flood-prone area as it is located near Sungai Langat,” he said.

Ramli Ali, 35, said although the residents were not evacuated to a relief centre, they were grateful for the never-ending assistance rendered by the NGOs and the Orang Asli Development Department (Jakoa).

“Many have helped in terms of food and clothing. They also organise gotong-royong to prepare meals for us,” he said.

A Bernama check found that Jakoa officers also helped the affected residents to fill up forms for Bantuan Wang Ihsan (BWI) as well as other assistance.

People should learn lessons from undesirable incidents in 2021

KANGAR, Dec 30 – The undesirable happenings in the country in 2021 such as the recent floods that was catastrophic in the history of geo-disasters in Malaysia, should serve as a warning and lesson for the people.

The Raja Muda of Perlis, Tuanku Syed Faizuddin Putra Jamalullail said that going into 2022, the experiences this year should spur and guide the people in moving forward in a positive manner in various spheres.

“Leave the negative things behind and remember that each success and great achievement of the individuals, families, organisations, community or country should be a guide for the future,” said the Crown Prince.

Tuanku Syed Faizuddin said that incidents like the COVID-19 pandemic, massive floods, political conflicts and so on should teach the people to pay more attention to various aspects such as health, political stability and environmental protection.

“We should realise that life always promises us challenges, hence we should strive to better ourselves and rise again. All that we have today including our property and business are not permanent as at any time, these can be adversely affected by such things as disasters and spread of diseases.”

Tuanku Syed Faizuddin, who is also the head of the Perlis Islamic Religious Council (MAIPs), said this after receiving a sum of RM50,965 in business zakat for 2021, on behalf of MAIPs, from QSR Brands (M) Holdings Bhd.

It was presented by the acting head of QSR’s Syariah and Halal Compliance Department, Hayazi Darus at the MAIPs building here, today. Also present was MAIPs chief executive officer, Mohd Nazim Mohd Noor.

TMJ orders district offices to be ready over Johor flood forecast on Jan 1

JOHOR BAHRU, Dec 30 — All related agencies and district offices in Johor have been ordered to be on full alert following the forecast of floods in the state on Jan 1.

The Tunku Mahkota of Johor, Tunku Ismail Sultan Ibrahim said he is monitoring the situation in Johor and would like to ensure that assistance would be extended to the people affected.

“Johor is expected to face floods from Jan 1.

“I have ordered all district offices and related agencies as well as Southern Volunteers (SV) to be ready for flood relief efforts and to extend assistance to flood victims,” said Tunku Ismail in a post uploaded in his official Twitter site today.

Tunku Ismail said SV would be mobilised to assist district offices and related agencies to ensure no flood victims were left out in getting assistance.

“I pray to Allah to bless and protect us all in facing the flood. May Allah blesses the Sultan,” he said.

Yesterday, the National Flood Forecasting and Warning Centre (PRABN) issued an early flood forecast for Kelantan and Terengganu starting today while the floods are expected to start in Pahang and Johor on Jan 1.

PRABN under the Department of Irrigation and Drainage (DID) had issued the forecast following continuous rain warning on alert level issued by the Meteorological Department of Malaysia on Thursday.

Forecast of early floods in Johor starting on Jan 1, will involve flood risk areas around Sungai Mersing, Sungai Endau, Sungai Johor, Sungai Skudai and Sungai Tebrau.
