COVID: Tangga Batu industrial cluster contributes highest daily cases in Melaka

 

MELAKA, Aug 16  — The Lot 11 Tangga Batu Industrial cluster became the highest contributor of new daily COVID-19 cases in the state today, recording 636 cases or 56.8 per cent of the 1,120 positive cases.

 

Melaka Health and Anti-Drug Committee chairman Datuk Rahmad Mariman said the cases were recorded as a result of the targeted screening of 760 workers at the factory after a cluster of cases was detected on Aug 14 involving an employee of a factory manufacturing personal protective equipment and other medical products there.

 

“So far, a cumulative total of 680 cases from this cluster have been recorded with 97 per cent of them involving foreign workers.

 

 

“In this regard, several control measures have been initiated, including employees who are tested positive being given treatment either at hospitals or private COVID-19 Low-Risk Quarantine and Treatment Centres (PKRCS) here,” he said in a statement, today.

 

He said all close contacts were also instructed to undergo quarantine at the PKRCS, and sanitisation work at the workplace was also done by the employer under the supervision of the Melaka Tengah district health office. The factory was ordered to close for 14 days starting Aug 11.

 

Meanwhile, Rahmad said out of a total of 1,120 COVID-19 positive cases reported today, 749 cases were in category one, category two (355 cases), category three (12 cases) and category five (four cases).

 

 

“Overall, only 1.4 per cent or 16 COVID-19 positive cases out of the 1,120 cases reported today involved categories three and five,” he added.

 

Melaka today recorded 1,120 positive COVID-19 cases out of 19,740 positive cases reported nationwide.

New PM must be appointed fast to avoid affecting tabling of 2022 Budget – Political analyst

 

KUALA LUMPUR, Aug 16  — A new prime minister must to appointed fast following the resignation of Tan Sri Muhyiddin Yassin as Malaysia’s eighth Prime Minister so as not to derail the tabling of the 2022 Budget but to take place as scheduled.

 

Assoc. Prof. Dr Khairil Azmin Mokhtar, a lecturer in Law and Malaysian Constitution at the Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia, said tabling of the budget was important to determine the country’s expenditure and financial flow for next year.

 

“There needs to be a prime minister before the tabling of the budget as it must come from a legitimate government.

 

 

“It should be remembered that when the budget is tabled in the Dewan Rakyat, it must receive majority support before being approved,” he told Bernama.

 

According to the calendar of the Dewan Rakyat on Parliament’s official website, the tabling of the 2022 Budget (Suppy Bill [Budget] 2022) is expected to be on Oct. 29.

 

Khairil Azmin expected a new prime minister to be appointed soon as the country needed a legitimate leader and cabinet for the budget draft, besides strong polices in preparing the budget.

 

 

“For this purpose, a new prime minister can be appointed if the Yang di-Pertuan Agong is convinced that the individual has majority support.

 

“Now it is up to the political leaders to convince the Yang di-Pertuan Agong that the individual has majority support. The statutory declarations can be obtained for His Majesty’s consideration to determine the majority support obtained,” he said.

 

He added that it was up to the discretion of the King to summon the political leaders to the palace, interview them or use whatever method in deciding who had majority support and could be appointed as prime minister.

 

 

Muhyiddin today resigned as prime minister after holding the post for 17 months. The 29 cabinet ministers in the Perikatan Nasional government that he led, also resigned.

 

Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah today consented to  Muhyiddin carrying out his duties as a caretaker prime minister until a new prime minister is appointed.

 

Comptroller of the Royal Household of Istana Negara, Datuk Ahmad Fadil Shamsuddin said in a statement that His Majesty had accepted Muhyiddin’s letter of resignation as prime minister as well as the resignation of his cabinet ministers today.

 

Meanwhile, former Federal Court judge, Datuk Seri Gopal Sri Ram said the Yang di-Pertuan Agong must act quickly to appoint a new prime minister who in His Majesty’s judgement would be likely to command the confidence of the majority of the Dewan Rakyat.

 

He said the person appointed must as soon as possible go to Parliament and establish his majority.

Traffic cops rescue 3 family members from being swept away by strong currents

 

KUALA LUMPUR, Aug 16 — Three family members faced an anxious moment after they were almost swept away by strong currents in the Klang River following heavy rain yesterday.

 

Kuala Lumpur Traffic Investigation and Enforcement (JSPT) chief  ACP Sarifudin Mohd Salleh said in the 3.30pm incident, police received information that a couple and their child who were on a fishing trip at the river were trapped in an area near Jalan Kuching.

 

“Two policemen from the Kuala Lumpur JSPT then rushed to the scene and managed to rescue all the victims who did not suffer any injuries,” he said in a statement today.

 

 

The brave action of the two policemen, Lance Cpl Hafizul Khalis Anuar and Constable Wan Muhammad Hazleeshah Wan Hasbullah, who clung to the iron bar to save the three victims, earned much praise from netizens after the video of the incident went viral on social media.

Caretaker PM ensures govt administration functions as normal – Law experts

KUALA LUMPUR, Aug 16  — The role of Tan Sri Muhyiddin Yassin as caretaker prime minister is to ensure that the country’s administration is not disrupted and can function as normal until a new prime minister is appointed, according to constitutional and law experts.

 

Constitutional expert Associate Professor Dr Khairil Azmin Mokhtar said as the caretaker prime minister, Muhyiddin cannot make major decisions and the country’s admininstration can only proceed according to the policies or decisions made by the previous government.

 

“The caretaker prime minister is not involved in making any (major) decisions and is only guided by existing policies. In the present situation, although there is no prime minister or Cabinet, the function of the government continues except that officially the posts of prime minister and Cabinet ministers do not exist,” he told Bernama.

 

 

Khairil Azmin, who is lecturer of Laws and Malaysian Constitution in the Ahmad Ibrahim Law Kulliyyah of International Islamic University Malaysia (IIUM), said the present scenario was similar to what happened when Tun Dr Mahathir Mohamad resigned as the seventh prime minister last year, which required the appointment of a new prime minister from among members of the Dewan Rakyat.

 

According to him, there is no provision for a caretaker prime minister, interim prime minister or interim government in the Federal Constitution.

 

He said in a normal situation, an interim government can only come about when Parliament was automatically dissolved, causing the prime minister and Cabinet ministers to lose their posts.

 

 

Concurring with Khairil Azmin’s view was another constitutional expert, Professor Datuk Dr Shamrahayu Ab Aziz, who said that Muhyiddin’s appointment reflected the Yang di-Pertuan Agong’s desire for the Pagoh Member of Parliament to continue serving until a new prime minister is appointed.

 

“Judging from the term ‘caretaker’ in Istana Negara’s statement which refers to a situation where a caretaker prime minister was appointed while waiting for the appointment of a new prime minister, it means the duties are limited to the time until the new prime minister is appointed,” she in an interview on Bernama TV’s Malaysia Petang Ini programme.

 

Shamrahayu, who is Universiti Teknologi Mara Institution of Malay Rulers chair, said the caretaker context also showed that the caretaker prime minister did not have vast powers to make big decisions.

 

Earlier today, Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah had consented to appoint Muhyiddin as caretaker prime minister pending the appointment of a new prime minister.

 

The appointment of the caretaker prime minister was decided upon after His Majesty accepted the resignation of Muhyiddin as prime minister and that of the entire Cabinet effective today.

 

Meanwhile, lawyer Mohamed Haniff Khatri Abdulla said the concept of caretaker prime minister does not appear in the constitution, but it does not mean that it is wrong.

 

“Muhyiddin cannot make major policy decisions, but can only supervise the functions of ministries until Agong appoints the new prime minister,” he said.

 

Another legal practioner, Datuk Mohd Haaziq Pillay, said the role of a caretaker prime minister is not defined in the Federal Constitution.

 

“As he is only caretaker prime minister, he can do matters that relate only to government functions and those that are required of him as caretaker prime minister. Although the functions are not defined, the caretaker prime minister is in fact acting as the prime minister by virtue of Article 40(2)(a) of the Federal Constitution.

 

“It must be remembered that he is only acting as a caretaker prime minister on the advice and orders of the King. He was not appointed based on the provisions of Article 43(2)(a) of the Federal Constitution which requires him to have a majority number of seats in Parliament,” the lawyer said.

Former ministers from Sabah, Sarawak appreciate opportunity to join federal Cabinet

KUALA LUMPUR, Aug 16  — Former ministers from Sabah and Sarawak in the Perikatan Nasional government today expressed their gratitude to Tan Sri Muhyiddin Yassin for the opportunity to serve the people especially when the country is battling against the COVID-19 pandemic.

 

Gabungan Parti Sarawak (GPS) chief whip in Parliament Datuk Seri Fadillah Yusof said Muhyiddin has done his best to address the COVID-19 outbreak, including through the National COVID-19 Immunisation Programme which had already shown results.

 

The former Senior Works Minister said GPS respected Muhyiddin’s decision to step down as Prime Minister and uphold the Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah’s decree for the Pagoh MP to act as caretaker Prime Minister until his successor is appointed.

 

 

“I hope whoever is appointed as the Works Minister after this will continue with all the projects that have been approved and planned for the wellbeing of the people,” the Petra Jaya MP said in a statement.

 

Meanwhile, former Domestic Trade and Consumer Affairs Minister Datuk Seri Alexander Nanta Linggi said the 17-month tenure leading the ministry was very challenging for him which he had never experienced before.

 

“The ministry faced various challenges, especially on the prices and supply of essential goods including face masks, as well as panic buying during the COVID-19 pandemic,” he said in a statement.

 

 

Nanta, who is also Kapit MP and GPS secretary-general, also extended his appreciation to the Chief Minister of Sarawak Datuk Patinggi Abang Johari Tun Openg for nominating him to be part of the Federal Cabinet.

 

“I am proud because to a certain extend I was able to help Sarawak get the LPG Regulatory Exemption, obtain permission for SEDC Energy Sdn Bhd to become an oil company in the state and assist in resolving the petroleum sales tax issue involving Sarawak and Petroliam Nasional Berhad (Petronas),” he said.

 

Batang Sadong MP Datuk Seri Nancy Shukri also described her experience of serving as the Tourism, Arts and Culture Minister since March 2020, especially when dealing with challenges and unprecedented crisis due to the COVID-19 pandemic, as the knowledge that she will remember forever.

 

The Parti Pesaka Bumiputera Bersatu (PBB) Women vice-chief was also thankful to Muhyiddin for not ignoring her request to assist the tourism, arts and culture industry players in dealing with the tough situation for more than a year.

 

Meanwhile, Parti Bersatu Sabah president Datuk Seri Dr Maximus Ongkili who is former Minister in the Prime Minister’s Department (Sabah and Sarawak Affairs) in a short response said: “We comply with the requirements of the Constitution. Thank you”.

 

Former Agriculture and Food Industries Minister Datuk Seri Dr Ronald Kiandee, in a statement tonight, said besides the ministry staff, he also thanked all frontliners in the agro-food sector, particularly farmers, fishermen, breeders and food producers who always strive to ensure sufficient food supply in the country.

COVID: New workplace cluster detected in Sabah

KOTA KINABALU, Aug 16 — Sabah recorded 1,728 new COVID-19 cases today, with one new cluster detected in Lahad Datu, bringing the total number of infections in the state to 106,830.

 

Sabah Local Government and Housing Minister Datuk Masidi Manjun said the Cenderawasih cluster was a workplace cluster with the index case being a male security personnel, 39, who was confirmed positive at the Tungku Health Clinic on Aug 11 after having symptoms since Aug 7.

 

Masidi, who is also Sabah’s official spokesperson on COVID-19, said the active detection and screenings conducted on close contacts found seven more positive cases, which brings the cumulative cases in the cluster to eight, including one new case today.

 

 

“Meanwhile, 27 out of 35 individuals screened are still awaiting results. The source of infection is still being investigated, but preliminary investigations revealed that the close contacts had engaged in sports activities with the index case.

 

“All COVID-19 positive cases in the cluster were referred to the Lahad Datu Hospital for further treatment and isolation at the Lahad Datu Quarantine and Low-Risk Treatment Centre. Other close contacts have been directed to undergo quarantine at PPR Sri Sapagaya quarantine centre in Lahad Datu,” he said in a statement tonight.

 

Overall, Masidi said the total daily cases recorded today rose by 63 cases compared to 1,665 cases yesterday, with 15 deaths reported, five each in Kota Kinabalu and Tawau, and one death in Sandakan, Penampang, Keningau, Tuaran and Sipitang, respectively.

 

 

He also said that close contact screenings continued to be the main contributor to new cases in Sabah with 955 cases or 55.26 per cent; followed by symptomatic screenings (461 cases); cluster screenings (141 cases); targeted screenings (12 cases); and other screenings (159 cases).

 

According to Masidi, 763 cases or 44.2 per cent were in Category 2, followed by Category 1 (366 cases); Category 3 (10 cases); Category 4 and 5 with one case each, while 587 cases were still being investigated.

 

Commenting on the development of the vaccination programme in Sabah, Masidi said 46.2 per cent of the adult population in the state have already received their first dose while 22.7 per cent have completed both doses so far.

 

A total of 1.4 million or 51.3 per cent of Sabahans have registered for their vaccination on various platforms, he added.
