Proclamation of Emergency should be tabled, debated in Parliament – Malaysian Bar

— The Malaysian Bar today said the Emergency Ordinances should have been tabled and debated in Parliament.

Its president AG Kalidas said Article 150(3) of the Federal Constitution clearly stipulated that “A Proclamation of Emergency and any ordinance promulgated under Clause (2B) shall be laid before both Houses of Parliament and, if not sooner revoked, shall cease to have effect if resolutions are passed by both Houses annulling such proclamation or ordinance…”.

He said the role of Parliament underpinned the values needed for the functioning of a democracy and it must therefore adhere to high standards of integrity when discharging its responsibilities.

“This duty falls squarely on the shoulders of the Cabinet, Members of Parliament and the Speaker of Parliament.

“It is therefore imperative that the Cabinet conveys accurate information during parliamentary sittings to ensure that Parliament can engage in effective and meaningful debates. Under no circumstance whatsoever should Parliament ever be misled, even more so during a global pandemic that has upended and thrown the lives of all those in Malaysia into disarray,” he said in a statement today.

He was commenting on the statement issued by the Comptroller of the Royal Household of Istana Negara, Datuk Ahmad Fadil Shamsuddin that Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah had expressed his utmost disappointment with the statement made in Parliament last Monday that the government had revoked all Emergency Ordinances under the ongoing emergency without His Majesty’s consent.

He said the Malaysian Bar shared His Majesty’s dismay over the confusing statements made in Parliament during its recent sittings.

Walk-in vaccination for senior citizens in Penang from Aug 2

— Starting Aug 2 and 3, senior citizens in Penang can walk into four vaccination centres (PPV) that have been identified to receive their COVID-19 vaccine, Chief Minister Chow Kon Yeow said.

Chow said the decision was made through the state-level COVID-19 Immunisation Task Force meeting yesterday.

“Senior citizens, whether they have registered via the MySejahtera application or not, and have yet to receive any vaccination appointments can walk into the PPVs at Millenium Hall (Seberang Perai Utara district), SP Arena (Seberang Perai Tengah district), Jawi Multipurpose Hall (Seberang Perai Selatan district) starting Aug 2.

“Meanwhile, for the island, another mega PPV, namely the SPICE Convention Centre will start operating on Aug 1 with a capacity of 5,000 doses per day, and is set to receive senior citizens for walk-in vaccinations starting Aug 3, specifically for those who live in the Timur Laut and Barat Daya districts,” he said in a statement today.

He added that vaccine recipients are required to bring along their identity documents, especially their identity cards for the registration and immunisation process.

Chow said as of yesterday, Penang has achieved 51.1 per cent of the first dose vaccination rate.

“The state government promises to double our efforts in ensuring all adult population in the state receive at least one dose of the vaccine earlier than the initial target of early September,” he said.

Meanwhile, Chow said the Penang government would continue its 3T approach, namely testing, tracing and treatment, in the effort to break the COVID-19 infection chain in the state.

“What we can see now, including the highest number of cases reported yesterday, is due to mass screening conducted not only by the Penang Health Department (JKNPP) but also through the state’s free COVID-19 test programme and the initiative of industries,” he explained.

As of noon yesterday, there were 51 active clusters in Penang, 40 of which were from the manufacturing sector, workplace (seven), educational institution (two) and construction site (two).

“According to JKNPP report, a total of 155 factories have been ordered to close from January until July 26, compared to 17 factories last year,” he said.

Latest count of COVID-19 cases in Southeast Asia

The following are the updates on COVID-19 figures in Malaysia and its Southeast Asian neighbours as at 6 pm today.

Data provided by Center for Systems Science and Engineering (CSSE) at John Hopkins University and some of the countries in the region.

Cases in Thailand continue to rise with the kingdom reporting another record number of new cases and fatalities, 17,669 and 165 respectively.

Myanmar’s junta is seeking the help of international community to fight a new wave of COVID-19 infections,especially from the junta friendly countries. Local media reported the country also plans to seek assistance from the Covid-19 response fund set up by ASEAN.

The Philippines on Thursday received 1.5 million doses of the COVID-19 vaccine developed by China’s Sinovac, with another 1 million doses expected to arrive tomorrow. The Philippines is seeing daily record vaccination numbers with 659,000 administered on Wednesday alone, with almost 7 million of its population already fully vaccinated.

The table below also indicates the status of some ASEAN nations including Malaysia as at 6pm today as the COVID-19 pandemic rages on and the vaccination process moves into high gear. Number 0 indicates no updates.

Meanwhile, the United States (US), India and Brazil remain the top three nations with highest number of positive cases and fatalities. Nonetheless, many countries have been reporting a slowdown in new cases and deaths in tandem with rising vaccination numbers.

JKNS receives 7,000 HAT kits for COVID-19 patients

— The Selangor government today handed over 7,000 home assessment tool (HAT) kits to State Health Department (JKNS) director Datuk Dr Sha’ari Ngadiman.

State Public Health, Unity, Women and Family Development Committee chairman Dr Siti Mariah Mahmud in presenting the kits said, each pack comprised a KN95 face mask and a pulse oximeter which would be given to COVID-19 patients who are on home quarantine.

“The patients will enter their pulse oximeter reading along with the symptoms they are experiencing in the SELangkah application so that health workers will be able to monitor them daily,” she said in a statement today.

A pulse oximeter is a device used to monitor the heart rate and oxygen level in the blood and the normal oxygen level is between 95 to 99 per cent while the normal heart rate is between 50 and 90 beats per minute.

The presentation of the kits is an initiative under Kita Selangor 2.0 package to address the brought-in-dead cases, support patients who are quarantined at home, reduce congestion at the COVID-19 assessment centres and ease the burden of health workers.

Johor announces RM4.15 mln additional allocation to help those affected by COVID-19

— Johor has announced an additional allocation of RM4.15 million to help those affected by the COVID-19 pandemic in the state.

Its Menteri Besar Datuk Hasni Mohammad said the state government yesterday agreed to provide the allocation to 56 assemblymen and 27 coordinating committees for the state legislative assembly (JPKD) as an addition to various efforts and initiatives implemented, especially the Ihsan Johor Economic Stimulus Package to help ease the burden of the people.

“Previously, in PRE Ihsan Johor 1.0, the Johor state government had provided an allocation of RM20,000 to all 56 assemblymen,” he said in a statement, today.

Hasni said that in the Johor Budget 2021, the state government also increased the allocation for opposition elected representatives, from RM50,000 to RM150,000.

Through the PRE Ihsan Johor 3.0, the state government also announced an allocation of RM50,000 to all assemblymen and JPKDs to help the needy in their respective areas.

“I hope with this additional allocation, all elected representatives and JPKD can provide assistance to more people who have been affected by the COVID-19 pandemic,” he said.

72 employers in Melaka charged under Employees’ Social Security Act 1969

Seventy-two employers in Melaka have been charged with violating various provisions of the Employees’ Social Security Act 1969 (Act 4) since January till yesterday.

Melaka Social Security Organisation (Socso) director, Abd Razak Omar said the offences committed were not registering their business and workers, failing to pay the contributions to Socso and not reporting accidents involving their workers.

He said employers hiring at least one worker must register that worker as required under Sections 4, 5, 14 and 16 of Act 4 and Act 800 (Employment Insurance System Act 2017).

“We view this matter seriously as it is the responsibility of employers to protect their workers and ensure their safety.

“There were those among them who gave the excuse of not having the money for the Socso contributions for their workers while the rate is very low. In fact, there were also some who deducted the amount from their workers’ salary but not contributing it to Socso and this is an offence,” he told reporters, here, today.

Earlier, Abd Razak had accompanied state Unity, Community Relations, Manpower and Consumer Affairs Committee chairman, Datuk Ismail Othman in handing over the invalidity benefit and funeral management benefit to Mohamad Shukri Hassan, 39, in Kampung Air Hitam Darat, Masjid Tanah, here.

The invalidity benefit is RM650 per month and the sum for the funeral expenses is RM2,000.

Mohamad Shukri lost his wife, Monaliza Udin, 35, on June 22 from complications while giving birth to their fourth child at a hospital in Selangor. Their other children are aged 10, seven and four.

Meanwhile, Safrina Solehi, 38, who lost her husband, Mohd Harkam Harun, 40, in a road accident at Jalan Brisu-Simpang Ampat, here, on June 29 received RM1,207.29 in invalidity benefit and RM2,000 for funeral expenses. She has two sons aged four and two years.

Abd Razak said that since last January until June, Melaka Socso received 3,177 claims involving total payment of RM9.589 million.
