14 Govt Agencies Awarded SAGA Compliance Certificates.


KLANG: Eleven federal statutory bodies and three local authorities were awarded the Standard Accounting System for Government Agencies (SAGA) Compliance Certificate by the Accountant General’s Department of Malaysia (JANM) at the SAGA Compliance Certificate Awards Ceremony (MASS) 2024 tonight. The award recipients for 2023 and 2024 included prominent entities such as the Penang Regional Development Authority, Universiti Sains Islam Malaysia, and the Central Terengganu Development Authority, among others.

According to BERNAMA News Agency, other notable recipients of the SAGA Compliance Certificate were the Skills Development Fund Corporation, Land Surveyors Board Malaysia, and the Federal Agricultural Marketing Authority. The list also featured the National Film Development Corporation Malaysia, Tanah Merah District Council, and Universiti Utara Malaysia. Additional honorees included the Enforcement Agency Integrity Commission, Universiti Malaysia Sabah, Pekan Municipal Council, Pendang District Council, and
Kuala Lumpur City Hall.

Accountant-General Nor Yati Ahmad highlighted in her speech that from 2010 to 2024, approximately 115 out of 434 government agencies, accounting for 26 percent, had received the SAGA Compliance Certificate. She emphasized that JANM would continue to conduct compliance reviews at these agencies to ensure ongoing adherence to the necessary criteria, thereby maintaining the quality of the certification.

Nor Yati Ahmad also announced that the SAGA Government Agencies Conference (SeGAC) would be held biennially. The conference aims to provide exposure and share information on the latest technological developments in computerised financial and accounting systems that meet SAGA compliance criteria. Additionally, it serves as a social networking platform for government agencies and JANM to exchange knowledge and discuss current developments or challenges pertinent to accounting.

The SAGA Compliance Certificate is awarded to government agencies that have developed accounting and financial ap
plication systems following the system design approval from JANM, as outlined in the Accountant-General’s Circular No. 3 of 2018. This development encompasses in-house or Commercial Off-The-Shelf (COTS) accounting and financial application systems and related financial data support systems.

At the same event, certificates of appreciation were presented to several ministries, including the Ministry of Rural and Regional Development, the Ministry of Higher Education, the Ministry of Human Resources, and the Ministry of Natural Resources and Environmental Sustainability. Other recipients of appreciation certificates were the Ministry of Agriculture and Food Security, the Ministry of Communications, the Prime Minister’s Department, and the State Secretaries of Kedah, Pahang, and Kelantan.
